The Grantee invites submission of qualifications and proposal data (collectively referred to as the "Proposal") from interested U.S. firms that are qualified on the basis of experience and capability to develop a feasibility study to assist Centro de Actividades Log?sticas y de Transporte S.A (CELTA S.A.) in the design and development of the West Air Cargo Terminal project in Colombia. The Feasibility Study is designed to support CELTA S.A. and its efforts to develop the Agricultural Products Inspection and Treatment Center project near Bogot??s El Dorado International Airport in Bogot?. The AgCenter project will be developed by CELTA S.A. at their industrial park 4 kilometers from the El Dorado International Airport, and at the edge of the agriculturally fertile ?Savannah? region west of Bogot?. The AgCenter project includes two inter-related components: the Integrated Perishable Agricultural Products Inspection and Treatment Facility and the El Dorado International Airport Access Road. Overall, the project will encourage the diversification of agricultural exports from Colombia to include exotic fruits, vegetables, and herbs. The ?Savannah? agricultural region is currently dominated by fresh flower farms for the export market, along with traditional crops for local consumption such as corn and potatoes. The inspection and treatment facility at the AgCenter is a $14 million project to be located at the CELTA industrial park. The inspection and treatment facility would enable local farmers to comply with phytosanitary and security regulations necessary for the timely export of fresh produce and flowers through the use of phytosanitary treatment and cargo inspection systems. The airport access road component of the AgCenter project would provide a direct link between the CELTA industrial park and the El Dorado International Airport. The $2.4 million modernization of the airport access road would ensure the safe, secure, and rapid transport of air cargo from CELTA to the El Dorado International Airport. Agricultural goods are produced in a region west of the airport known as the ?Savannah.? However, all vehicles transporting fresh produce and flowers for export have to travel through the city of Bogot? in order to reach the airport. The Terms of Reference (TOR) for the Feasibility Study include the following tasks: Component 1 (Integrated Perishable Agricultural Products Inspection and Treatment Center): 1.1) confirm U.S. and other international markets for exotic fruits, value-added vegetables, aromatics and flowers; 1.2) determine the optimum location to accommodate security and potential post-treatment contamination concerns; 1.3) confirm treatment, cold chain and security equipment needs; 1.4) determine facility and equipment plans; 1.5) prepare a technical, economic, and financial analysis of the facility and identify pieces of equipment; 1.6) determine whether airlines (perishable air cargo carriers) will permit final security clearance at the facility prior to aircraft loading; 1.7) determine the effect that U.S. Transportation Safety Administration regulations will have on cargo carrier security procedures; 1.8) develop a financing plan and evaluate the financial feasibility; 1.9) identify any legal and regulatory issues that must be resolved and confirm that all environmental regulations and standards are addressed; Component 2 (El Dorado International Airport Access Road): 2.1) review and evaluate the proposed route from the CELTA S.A. facility to the connecting point with the existing El Dorado International Airport roadway system; 2.2) determine the suitability of the existing roadway for improvement to a paved roadway capable of handling heavy truck traffic; 2.3) identify the engineering issues related to the completion of the Project that must be addressed; 2.4) confer with the Civil Aviation Authority and other related government entities to determine the terms and conditions necessary to obtain approval for the proposed roadway; 2.5) determine the terms and conditions for the use of the existing concrete bridge across the Bogot? River; 2.6) confer with Civil Aviation Authority and related Colombian government officials, CELTA S.A., and U.S. Embassy security specialists to determine necessary security requirements; 2.7) complete an analysis of the potential traffic utilization rate of this roadway by CELTA S.A. and agricultural producers in the western Bogot? Savannah; 2.8) develop a financing plan and evaluate the financial feasibility; 2.9) identify any legal and regulatory issues that must be resolved and confirm that all road construction and environmental regulations and standards are addressed; 3) development impact assessment; and 4) final report. The U.S. firm selected will be paid in U.S. dollars from a $304,260 grant to the Grantee from the U.S. Trade and Development Agency (USTDA). A detailed Request for Proposals (RFP), which includes requirements for the Proposal, the TOR, and a background Definitional Mission report is available from USTDA, at 1000 Wilson Boulevard, Suite 1600, Arlington, VA 22209-3901. Requests for the RFP should be faxed to the IRC, USTDA at 703-875-4009. In the fax, please include your firm?s name, contact person, address, and telephone number. Some firms have found that RFP materials sent by U.S. mail do not reach them in time for preparation of an adequate response. Firms that want USTDA to use an overnight delivery service should include the name of the delivery service and your firm's account number in the request for the RFP. Firms that want to send a courier to USTDA to retrieve the RFP should allow one hour after faxing the request to USTDA before scheduling a pick-up. Please note that no telephone requests for the RFP will be honored. Please check your internal fax verification receipt. Because of the large number of RFP requests, USTDA cannot respond to requests for fax verification. Requests for RFP's received before 4:00 PM will be mailed the same day. Requests received after 4:00 PM will be mailed the following day. Please check with your courier and/or mailroom before calling USTDA. Only U.S. firms and individuals may bid on this USTDA-financed activity. Interested firms, their subcontractors and employees of all participants must qualify under USTDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the USTDA-financed activity, must continue to meet such requirements throughout the duration of the USTDA-financed activity. All goods and services to be provided by the selected firm shall have their nationality, source, and origin in the U.S. or host country. The U.S. firm may use subcontractors from the host country for up to 20 percent of the USTDA grant amount. Details of USTDA's nationality requirements and mandatory contract clauses are also included in the RFP. Interested U.S. firms should submit their Proposal in English and Spanish directly to the Grantee by 4:00 PM (local time in Bogot?, Colombia), May 19, 2005, at the above address. Evaluation criteria for the Proposal are included in the RFP. Price will not be a factor in contractor selection, and therefore, cost proposals should NOT be submitted. The Grantee reserves the right to reject any and/or all Proposals. The Grantee also reserves the right to contract with the selected firm for subsequent work related to the project. The Grantee is not bound to pay for any costs associated with the preparation and submission of Proposals.
