- The Department of Health and Human Services intends to negotiate with Market Strategies, Inc., 20255 Victor Parkway, Suite 400 Livonia, Michigan 48152, on a sole source basis under the authority of FAR 6.302.1. The purpose of this requirement is to assist the DHHS Assistant Secretary for Planning and Evaluation (ASPE) in conducting a follow-up survey of consumers aged 50 to 70 in states participating in the Department?s Long-Term Care Awareness Campaign. A Contractor must have the ability to continue the processing of the survey data, without duplication of effort, from the previous two baseline surveys conducted before the campaign ran, as well as the names and phone numbers of the most recent baseline survey conducted in November and December of 2004. A critical requirement of this acquisition is that the contractor possesses considerable background in the baseline research conducted for the Awareness Campaign. Market Strategies, Inc. Is the only firm the Government is aware of which has access to the proprietary list of previously sampled consumers in the target market, as well as having systems already in place to conduct the CATI survey and the ability to merge the data into a single analytic file that contains the most recent pre and the yet to be conducted post survey responses. Contractors must have; 1) access to the list of consumers who were interviewed for the most recent baseline survey, 2) the data system capabilities for conducting the CATI survey and merging the two files, 3) acquire specialized knowledge of the initial baseline survey and its value in the analysis of the more recent baseline and follow-up surveys. The purpose of this synopsis is to determine whether there may be other sources with the requisite qualifications to perform the work described above. Any organization capable of performing the work should submit a capability statement with documentation supporting its ability to meet the Government?s requirements as described above. No solicitation document is available. Capability statements should be submitted within 45 days of the publication of this synopsis to Mr. Kevin McGowan, via E-Mail at KMcGowan@psc.gov. All submissions of capability statements must be submitted via electronic mail to the aforementioned address by no later than close of business (3:00pm EST), May 20, 2005. See Note 22.
