- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-05-Q-80117 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-27. The NAICS Code is 541519 and the Small Business size standard is $21.0M. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Orde r on a non-competitive basis to AAMVA, Arlington, VA 22203 to provide monthly service for an AAMV Anet network communication line from June 1, 2005 to May 31, 2006. The Volpe Center is managing the SAFER network through a communication line that State Safety systems use for data exchange at the national level. This network is essential to our inspectors across the continental United States, especially Mexican and Canadian Borders. Proposals shall include pricing for the following items in a written quotation: Line Item 0001: Network Services?MAC 512Kb Standard Throughput, $_________; Line Item 0002: Network Services-ISDN DBG 256K Standard Connection, $_________; Line Item 0003: Installation Charges for the new upgraded Frame Line?MAC 512Kb Standard Throughput Installation, $_________; Line Item 0004: Installation Charges for the new upgraded Frame Line?ISDN DBG 256K Standard Connection Installation, $________; Line Item 0005: Installation Charges for the new upgraded Frame Line?ISDN DBG PVC Installation; Line Item 0006: AAMVAnet Charges-Service Fee, $_________; Line Item 0007: AAMVAnet Charges-UNI Maintenance Fee On-Line/Batch, $________; Line Item 0008: AAMVAnet Charges-UNI Maintenance Batch and On-Line-2nd License, $_________. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (JAN 2005) is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Represe ntations and Certifications-Commercial Items (MAR 2005) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (OCT 2003), is ereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JAN 2005), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 14, 15, 16, 17, 18, 19, 20, 21, 23, 24, 31. This RFQ also incorporates by reference FAR 52.215-5 Facsimile Proposals. This notice of intent is not a request for competitive proposals. However, responsible interested parties may submit a proposal in which they identify their interest and capability. Offer is due to the U.S. Department of Transport ation, Volpe National Transportation Systems Center, Attn: Karen Marino, DTS-853, 55 Broadway, Building 4, Room 243, Cambridge, MA 02142 no later than 3:00 P.M. Interested firms must submit in writing to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. The f ollowing notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
