Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 334516 , Size Standard 500 employees. Solicitation/Purchase Request number F2BBAV5081A200 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-02 effective 23 MARCH 2005. The Government intends to award one contract line item number (CLIN 0001) for CCD Detector System (SEE REQUIREMENTS) . QUANTITY: 1 UNIT OF MEASURE: EACH. DESIRED DELIVERY DATE: 21 April 2005 FOB: DESTINATION. Inspection and acceptance: DESTINATION . The Government intends to award one contract line item number (CLIN 0002) for System Data and Acquisition and Manipulation Software (SEE REQUIREMENTS) . QUANTITY: 1 UNIT OF MEASURE: EACH. DESIRED DELIVERY DATE: 21 April 2005 FOB: DESTINATION. Inspection and acceptance: DESTINATION. The Government intends to award one contract line item number (CLIN 0003) for 25 mm Shutter Assembly (SEE REQUIREMENTS) . QUANTITY: 1 UNIT OF MEASURE: EACH. DESIRED DELIVERY DATE: 21 April 2005 FOB: DESTINATION. Inspection and acceptance: DESTINATION. The Government intends to award one contract line item number (CLIN 0004) for Shutter Drive (SEE REQUIREMENTS). QUANTITY: 1 UNIT OF MEASURE: EACH. DESIRED DELIVERY DATE: 21 April 2005 FOB: DESTINATION. Inspection and acceptance: DESTINATION. The Government intends to award one contract line item number (CLIN 0005) for an Additional Power Supply (SEE REQUIREMENTS) . QUANTITY: 1 UNIT OF MEASURE: EACH. DESIRED DELIVERY DATE: 21 April 2005 FOB: DESTINATION. Inspection and acceptance: DESTINATION. The CCD Detector System must meet the following REQUIREMENTS: 1. The CCD detector system must be compatible and adapted to a Thermo Jarrell Ash Monospec 18 monochromator. (Model number 82-479) 2. The CCD detector system must be equipped with an electronic shutter that is compatible and adapted to a Thermo Jarrell Ash Monospec 18 monochromator. (Model number 82-479) 3. a) Minimum active pixels dimension: 1024 x 256 b) Maximum pixel size: 26um x 26um. c) Require no liquid nitrogen cooling. d) Can be cooled down by thermal electric cooling to at least -70 degrees Celsius in air. e) The relative quantum efficiency must be greater than 40% in the spectral range from 550nm to 850nm, and greater than 20% in the range from 250 to 500nm. f) The maximum dark current must be greater than or equal to 14 electrons/pixel/hour. g) The maximum readout noise must be greater than or equal to 15 e-rms for a 100 KHz readout speed. h) Must have a lifetime warranty on the vacuum seal that requires no maintenance. i) Must have a USB 2.0 interface. j) Must have a 16-bit A/D converter. 4. The interface/data acquisition system must be compatible with both a PC and laptop computer, equipped with a Pentium processor and Windows 9x, 2000, and XP. 5. The unit must include quantitative data analysis software, that: a. performs the data acquisition for all the readout modes. b. provides shutter control and can operate in the multiple strips mode. c. provides wavelength calibration for existing Thermo Jarrell Ash Monospec 18 monochromator. d. Performs data analysis of the spectra, including cosmic ray removal, vertical binning, adding and subtracting spectra, and capability to export and import data in standard text file format.
