AN INDEFINITE DELIVERY CONTRACT IS CONTEMPLATED. A THREE-YEAR BASIC PLUS TWO, ONE-YEAR OPTIONS. MULTIPLE AWARDS BASED ON THE SOLICITATION ARE POSSIBLE AND PROBABLE. SOLICITATION: FA8104-05-R-0323. DESTINATION: FB2039 TINKER AFB, OK 73145. DELIVERY BEGINNING AUGUST 2005. BEST ESTIMATED QUANTITY: YEAR ONE ? 1,814 EACH. YEAR TWO ? 4,226 EACH. YEAR THREE ? 4,562 EACH. YEAR FOUR ? 5,260 EACH. YEAR FIVE ? 4,839 EACH. TOTAL CONTRACT MAXIMUM QUANTITY IS 31,052 EACH. Qualification Requirements: This item qualifies under FAR 9.206-1(a)(2) and the requirements of FAR 9.202(a) are not applicable. Prequalification of sources is essential to maintain high quality and maximum operational safety. Sources must be qualified prior to being considered for award. Qualification requirements are set forth in OC-ALC Source Approval Information Booklet. Due to the complexity and criticality of the part, only manufacturers that have successfully completed all testing required by the original company responsible for the design or manufacturers that have successfully completed all testing on items determined by the government to be similar in complexity and criticality can be considered approved sources for this item. The solicitation will contain instructions for obtaining further information on this requirement. The approximate date of the solicitation will be 20 April 2005. The approximate closing date of the solicitation will be 27 May 2005. The anticipated award date will be 24 June 2005. Written and electronic procedures will be used for this solicitation. Only written or faxed requests received directly from the requestor are acceptable. The fax numbers within this office are (405) 739-5493 or (405) 739-4237. No telephone requests please. Contractors must obtain a copy of the solicitation from FedBizOps and the data may be acquired from the TEDs website once the solicitation has been issued. A government First Article test will be required. All responsible sources solicited may submit a proposal which shall be considered. Award will only be made if the offeror, product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation will identify the office where additional information can be obtained regarding qualification requirements. NOTE: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: Based upon market research, the government is not using the policies contained in FAR Part 12, Acquisition of Commercial items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the government?s requirement with a commercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or the program director but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at (405) 736-3273.
