Description
This is a market survey to locate sources of supply for a Commercial Off-the-Shelf/Non-Developmental Item (COTS/NDI) for a Vehicular Mounted Handheld Inter/Intra Team Radio (VHITR) A.k.a Multiband Inter/Intra Team Radio (MBITR) or the equivalent of t he AN/PRC-148. This radio configuration is required to support the increased acquisition objectives needed to support the U.S. Armys Modular Force Structure requirements for Combat Network Radios (CNRs). The VHITR requirement is for a rugged, militarized, COTS/NDI, vehicular mounted, handheld radio system including accessories. The VHITR System shall consist of two (2) Tactical Handheld Inter/Intra Team Radios (THITR) integrated into a Vehicular Amplifier Adapter (VAA). The VHITR shall be mounted on a pre-installed Government Furnished Equipment (GFE) SINCGARS vehicular mounting base and use a GFE SINCGARS Installation Kit (IK) to facilitate VHF radio operations. The THITR threshold performance parameters include: an operating frequency range of 30 to 512 MHz; both amplitude and frequency modulation (AM/FM) modes of operation; Joint Interoperability Test Command (JITC) certified SINCGARS-ASIP, HAVEQUICK II Electro nic Counter-Counter Measures (ECCM), and Advanced Narrowband Digital Voice Terminal (ANDVT) capabilities, retransmission capability, National Security Agency (NSA) endorsed embedded US Type I encryption and receive OTAR/OTAT capabilities. Accessories for the THITR shall include one (1) low band (30-88 MHz) antenna, one (1) wide band (30-512 MHz) antenna, two (2) rechargeable batteries, radio accessory/carrying bag, and contractor-formatted technical documentation. The VAA requirement is for a rugged, militarized, COTS/NDI vehicular adapter for the THITR including accessories. The VAA threshold performance parameters include: co-located, dual THITR capacity allowing two (2) channel capability, 20 watt minimum RF ou tput power, 12-32 VDC input power, THITR battery recharge capability, interface to existing Government Furnished Equipment (GFE) SINCGARS vehicular mounting base, SINCGARS functionality using existing SINCGARS vehicular installation kits, and a jerk-and-r un capability allowing dismounted troops to remove one or both THITRs from the VAA with a full charged battery while remaining in the CNR network. As a COTS/NDI system, the contractor is expected to provide field service support and engineering services. Field service support services will be required at state side locations and possibly at locations around the world, to include training, providing Field Service Representatives (FSRs), maintenance screeners and troubleshooters, as well as maintenance turn-in points. The engineering services include changes to technical manuals and training manual changes, hardware and software support as required while under the commercial warranty period. The THITR and the VAA is expected to have minimum of a five (5) year commercial warranty with an optional five (5) year extended commercial warranty, for a total desired coverage of ten years. All other ancillary items (cables, antennas, etc) require only a one (1) year commercial warranty. The repair requirements include satisfying a fifteen (15) day Turn Around Time to the user. The Government anticipates award in July 2005, for a quantity of 3,600 complete systems, with delivery requirements beginning January 2006, completion of deliveries Jun 2007, on a Firm-Fixed Price (FFP) basis As a COTS/NDI item, the contractor shall provide a production demonstration model to a Government facility at the Governments request. The production demonstration model will be used to assess the handheld radio, radio accessories including all cables an d vehicle adapter and to demonstrate the VHITR set-up, procedures, and performance parameters. The purpose of the production demonstration is to assess the technical maturity of the radio, the VAA and its accessories as well as the realism of the offer ors proposed schedule for delivery of production systems. If the offerors production demonstration model does not meet performance parameters described above or meet the delivery schedule of production systems, then the offerors submission shall be rej ected. Offerors may submit their responses to this market survey as a potential manufacturer of the end item. Offerors may reply with their capability to meet these total requirements, assuming award on or about July 2005. The Government POC is POC Mr. A.J. Parlow: 732-427-3896. This acquisition is for PM TRCS to outfit the Army with sufficient combat communications as it transforms to a modular force and continues the Global War on Terror. This procurement is subject to f ull and open competition.
