Description
Description: This announcement is for the purpose of soliciting names of construction firms or joint ventures experienced in working in the Southwestern Asia/Middle East region who are interested in submitting an offer for this project. To be a con sidered construction firm, the firm must perform road construction as a portion of its business. Construction surety will be required. The estimated cost of construction is between $25,000,000 and $100,000,000. PROJECT SCOPE: The project consists of the design and construction of approximately 96 kilometers (59.7 miles) two lane bituminous asphalt road and five culvert crossings. The work shall include preparation of a complete and coordinated set of design for construction drawings with required supporting documents and calculations, and construction of fully functional road. The road starts at the Main Supply Route (MSR) Tampa in Iraq and ends at the Khabari Police Station in the Kuwait-Iraq border. Approxim ately 42 kilometers of existing roadbed will be rehabilitated and widened as conditions dictate. The remaining kilometers is considered new road construction. Site conditions may show that the existing base material may be suitable for use in some locati ons. Drainage issues are unknown because of the unavailability of topographic information. CONTRACT PROCEDURES: Both a price proposal and a technical proposal will be required. The evaluation criteria will consist of pricing and non-pricing (technical) considerations. Pricing consideration will be significantly more important that technical c onsiderations in the selection process. Price will be evaluated on the basis of the completeness and reasonableness of the prices proposed. Completeness of proposed prices will be evaluated by the Government based upon a comparison of the process proposed as compared against the requirements of the solicitation, scope of work and those costs included in the Governments Independent Government Estimate (IGE). The reasonableness of prices proposed will be evaluated on the basis of a comparison of those prices with the prices proposed by the offer ors and as contained with the Governments Independent Government Estimate (IGE). Non-pricing factors include offerors Past Performance, Experience, and Management and Technical Capabilities. Experience will consist of at least four subfactors: Management and Staff Organization, Subcontracting, Security Considerations, and Execution Plan. All three non-pricing factors will have approximately equal weight with one another in the evaluation and selection processes. All subfactors within the same factor will have approximately equal weight with one another in the evaluation and selecti on processes. Evaluation factors will include, at a minimum, price, past performance, management capability, and experience. Request for Proposal (RFP) will be issued to prime contractors responding to this notice. Tentative date of issuance of RFP is 26 April 2005. Tentative date for receipt of proposals is 09 June 2005. Tentative contract award date is 28 July 2005. Contract award will be made on a firm fixed-price basis. Anticipated contract duration is 270 calendar days after receipt of Notice to Proceed.
