Description: The work consists of Design/Build construction of an outdoor ampitheater facility, rv dump station modification and pave and resurface roads and trails in accordance with National Park Service standards. The solicitation will be issued in accordance with the Small Business Competitiveness Demonstration Program (Public Law 100-656) and is subject to Davis Bacon Act. The National Park Service at Badlands National Park requires a Design/Build outdoor ampitheater facility, rv dump station modifications and pave and resurface roads and trails as identified in the specifications. The estimated cost for design and construction of the project is between $100,000 and $250,000; NAICS code:236220, Size Standard is $28.5 million. P&S Y299. Proposals will be evaluated using the two-phase source selection procedure that will result in an award of a firm-fixed price design build contract to the responsible proposer whose proposal, conforming to the solicitation, is the best value to the Government, price and technical factors considered. Phase 1 of the procurement process is a narrowing phase to a maximum of three (3) offerors (design-build firms or teams) based on design-build factors that include: Experience, Past Performace, and Design Ideas. Proposals will be evaluated on the basis of design detail and quality as well as cost (60% design-40% price- 100% Possible). Only those offers selected in Phase 1 will be allowed to proceed to Phase II. In Phase II the competitive field will be required to submit technical and price proposals for the project. Phase II technical factors are as follows: Experience (same as Phase 1 unless conditions have changed). Past Performance (same as Phase 1 unless conditions have changed), Design information and Price. The Government reserves the right to reject any or all proposals at any time prior to award; negotiate with any or all offerors; award the contract to other than the offeror submitting the lowest total price; and award to other than the offeor submitting the highest technically rated; award to the offeror submitting the proposals determined by the Government to be the most advanteageous (best value) to the Government, award without discussions. Therefore proposals should be submitted initially on the most favorable terms. Cover letters and extraneous materials, brochures, etc., are not desired and will not be considered. Phase 1 of the solicitation process will be available only at (http://ideasec.nbc.gov) website O/A April 21, 2005. TELEPHONE REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED.A Pre-Bid Meeting will be conducted at Badlands National Park on Tuesday April 12, 2005 from 10 AM to 12 Noon for the purposes of explaining the work area to all prospective bidders for this work. The meeting will start promptly at 10 AM MT at the meeting room in the Administration Building Conference Room with an explanation of the work, question and answer period and walk through of the site will follow. A stipend will be paid up to $500.00 for the drawings and specifications that have been determined by the contracting officer to be acceptable to defray cost for the 20% design drawings that will be required in Phase I. Performance period will be 240 days from notice to proceed. Estimated performace of this project is from October, 2005 and completed no later than May 1, 2006.
