Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) will host an Industry Day and System Integration Lab (SIL) tours for the Message Processing Systems procurement. As synopsized on 21 October 2004, Reference Number IMPS-E-6B, NAVAIR intends to procure nineteen Message Processing Systems (MPS) for E-6B aircraft and associated facilities. The Industry Day and SIL tour will be held at Naval Air Station Patuxent River, MD on 25 April 2005 beginning at 0800. Interested parties should respond electronically to Mr. Jeffrey O?Neil at jeffrey.oneil@navy.mil by 1600 EST on 20 April 2004. Directions to the Industry Day conference will be posted on the NAVAIR webpage listed below. Offerors who have not responded prior to the closing date and time will not be able to attend the SIL tour since there is not enough time to process a base access request. There is no limit on the number of Industry Day attendees. However, SIL tours are limited to eight-member teams from each authorized offeror. Responses shall include business name, address, attendees? full name, and a point of contact phone number and list of eight personnel that will be attending tours. Personnel will be turned away if more than eight attend. A secret clearance is required to attend the SIL tour. Fax classified visit requests for the SIL tour to (301) 342-3172 attention Ms. Marsha McManus. A draft Performance Specification, Performance Work Statement, Section B and the notional schedule will be posted on the NAVAIR website: http://www.navair.navy.mil/. This Industry Day will provide potential offerors an opportunity to become familiar with the MPS system and give interested parties a chance to express concerns and questions regarding the RFP. Offerors should submit questions they would like addressed at the Industry Day Conference to Mr. Jeffrey O?Neil as soon as possible. Questions arising at the tour or the Industry Day Conference must be submitted in writing. All questions and answers will be posted on the NAVAIR website. This presolicitation announcement is not a contract, or a requested proposal, or a promise to contract, or a commitment of any kind. The Navy will NOT assume liability for costs incurred by any offeror for travel expenses, presentations, marketing efforts or data related any data offered for examination; therefore, the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. Numbered note 26 applies.
