- NAICS Code: 524292 "Child Care Tuition Assistance Program Administration" The U.S. Environmental Protection Agency's Office of Acquisition Management (OAM) is conducting market research, FOR INFORMATION PURPOSES ONLY, to identify small and/or small disadvantaged businesses that possess the necessary capabilities to provide support in disbursing Agency funds for EPA's child care tuition assistance program for EPA's Office of Human Resources and Organizational Services. Background The contractor will administer the Environmental Protection Agency's (EPA) child care tuition assistance program. Congress passed Public Law 107-67, Section 630 on November 12, 2001, which permits federal agencies to assist their lower income federal employees with the costs of child care. Tuition assistance can reduce the amount of tuition parents pay for child care by providing subsidies directly to the child care provider. To be eligible to participate, a child care provider must be a family child care home or child care center. Both types of care must be licensed and/or regulated by the State and/or local authorities where the service is provided. General Scope of Work EPA requires a contractor with the ability to receive a specified sum of money from the Agency and distribute it to child care providers as tuition assistance funds. Specifically, the contractor shall process tuition assistance applications and make a determination of eligibility and tuition assistance amount based on family income, notify the parents and child care providers of the percentage of tuition assistance that each family will receive, notify employees if they have been, or if they have not been accepted into the program, and maintain confidential all information contained in tuition assistance applications, and disburse Agency funds to approved applicants. The applicable North American Industry Classification System (NAICS) code is 524292 with a size standard of $6.0 million for potential small and small disadvantaged businesses. The potential contract is anticipated to be a Firm-Fixed-Price type with an estimated period of performance of one (1)?twelve month Base Period; plus four (4)?twelve month option periods. Any interested small business concerns are advised of the language in the Federal Acquisition Regulation (FAR) Clause 52.219-14 "Limitations on Subcontracting" paragraph (b)(1) which states that under a small business set-aside contract for services "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." Therefore, the Capabilities Statement should realistically demonstrate how the small business concern would be able to comply with this clause which would be included in any potential contract. Please also note that consultants are considered subcontractors and not employees of the prime contractor. Interested small business concerns who believe they have the capability of providing services as defined in the SOW are invited to submit, in writing, a Capabilities Statement with sufficient information within a 15 page limitation. Responses shall demonstrate capabilities/expertise with consideration to the SOW requirements. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND/OR ANY FOLLOW-UP INFORMATION REQUESTS.
