- NAICS Code: 541990 The United States Environmental Protection Agency, under the Simplified Acquisition Procedures of FAR Part 13, is soliciting competitive offers for a recent (within the last two (2) years) M.S. graduate in Atmospheric Science, Chemistry, Environmental Science, Meteorology, or Soil Science to provide personal services in EPA's Office of Research and Development (ORD) in support of the Atmospheric Protection Branch. Authority for this acquisition is pursuant the Fiscal Year 2003 Consolidated Appropriations Resolution which authorized ORD to acquire personal services through temporary or intermittent student/recent graduate services. The recent graduate serve as a research assistant with responsibility for the conduct of laboratory and field work involving the measurement of trace gas and particle emissions from agriculture, natural processes, and open burning. Activities shall include the routine operation, calibration, and maintenance of analytical instruments, to include, gas chromatography/mass spectrometry, infrared and UV spectroscopy, chemiluminescence, electrostatic particle size classification, optical particle counting, and sonic anemometry. The graduate shall be responsible for data collection and reduction, database management and data input, preparation of data for analysis, assistance in report preparation, and independent preparation of reports. This work is expected to begin approximately June 6, 2005, for a period of twelve (12) months through June 5, 2006, approximating 1912 total hours, thereafter to include an optional performance period of an additional 12 months through June 5, 2007, for an additional 1912 hours, at the discretion of the EPA . It is anticipated that the student will work approximately 40 hours per week. Extension or continuance beyond 24 months is prohibited. The hourly rate of pay is commensurate with the level of education and experience, as follows: $21.53 for recent graduate with a M.S. degree in Atmospheric Science, Chemistry, Environmental Science, Meteorology, or Soil Science from a recognized educational institution. The evaluation of students' qualifications will be based on the following evaluation factors: 1) Overall GPA; 2) Number of course hours in Atmospheric Science, Chemistry, Environmental Science, Meteorology, or Soil Science; 3) Extent of experience working in a laboratory setting; 4) Extent of experience conducting environmental sampling in a forest or agricultural setting; 5) Extent of experience working with the analytical methods, described above; 6) Extent of experience sampling atmospheric trace gases and particles; and 7) Possession of a valid state driver's license. The principal duty station location is Research Triangle Park, NC. The student may enter the building only during business hours or when a project member is present.
