Description
NASA/LaRC has a requirement for research into the feasibility of utilizing various miniature diodes and x-ray detectors for x-ray backscatter. The research will also consider simultaneous system improvements such as shielding that would accompany new detectors. NASA/LaRC intends to purchase the items from the University of Florida Office of Engineering Research. An X-ray backscatter is now used to help identify flaws in sprayed on foam insulation used on the External Tanks made at NASA Michoud. That system is bulky and unwieldy and unable to inspect small tight hard to reach areas. This research will help define a next generation x-ray backscatter capability that will be smaller and easier to use than the current systems in use for sprayed on foam insulation at Michoud. The University of Florida faculty have been performing research in x-ray backscatter methods for in excess of twenty years. They are the current developers of the existing x-ray backscatter system in use at Michoud and MSFC. The University of Florida, as a leader in this field of research, is the best possible provider of research in this field to partner with in pursuit of this technology. Because of their proprietary technologies (Univ. of Florida controls numerous patents on this technology) and to maintain compatibility with the existing systems in use by NASA, contracting with University of Florida is in the best interests of the NASA. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 11, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
