- The Coast Guard has a requirement for all labor, material and equipment necessary to perform drydocking and repairs to the USCGC CHOCK (WYTL 65602), a 65 Foot ?A? Class Harbor Tug. The homepier of the cutter is Portsmouth, Virginia. This procurement is set aside for HubZone small businesses; therefore, only HubZone certified small businesses may apply. This procurement is also geographically restricted to the Northern Boundary (Chesapeake City) the C & D Canal position 39 32 north 075 50w in the ICW, not to enter Delaware Bay, southern portion of Pamlico Sound at Latitude 35. The performance period is for 52 days. This work is such as, but not limited to: Welding Repairs, Clean and Inspect Fuel Tanks, Clean Sewage and Grey Water Collection and Holding Tank, Remove, Inspect, and Reinstall Propeller Shaft, Straighten Shaft, Renew Water-Lubricated Shaft Bearings, Renew Propeller Shaft Sleeve(s), Remove, Inspect, and Reinstall Propeller, Perform Minor Repairs and Reconditioning of Propeller, Clean, Inspect, and Test Grid Coolers, Renew Transducer and Preserve Transducer Hull Ring, Overhaul and Renew Valves, Remove, Inspect, and Reinstall Rudder Assembly, Preserve Underwater Body, Preserve Freeboard, Renew Cathodic Protection System, Provide Dining and Lodging, Provide Temporary Logistics, Routine Drydocking, Overhaul Steering Gear System, Fuel Oil Tank Preservation, Inspect and Upgrade Welds in Sewage Void and Forepeak Compartment Frames and Shell Plating, Preserve Bilge Surfaces In Port and Starboard Voids, Preserve Bilge Surfaces In Main Hold, Preserve Surfaces in Sewage Void Compartment, Preserve Surfaces in Forepeak Compartment, Inspect, Clean, and Flush Sewage and Grey Water System, Install Pilothouse Bi-Metallic Transition Joint, and Structural Repairs. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. Funds are available for this procurement. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. This procurement is a small business set aside. The solicitation and specification will be issued on or about 4/11/05. Award will be made to the responsible contractor whose offer, conforming to the RFQ, will be most advantageous to the government, price and other factors considered. The North American Industry Classification System (NAICS) code is 336611. The small business size standard is less than 1,000 employees.
