Description
DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5, TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS; AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. ****The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is being conducted on an unrestricted, competitive basis and all responsible parties may submit a quote. ****The National Institute of Standards and Technology (NIST), has a requirement for one (1) Low Voltage Scanning Transmission Electron Microscope, capable of electron diffraction, and electron microscopy in transmission, scanning and scanning/transmission modes and shall include electron microscope, light microscope with two (2) objectives (M4 and M40) and wide field eyepiece, and power supply unit (all components are fully integrated). The contract line items for this request for quotation are as follows: ****LINE ITEM 0001: Quantity one (1) each Low Voltage Scanning Transmission Electron Microscope that meets or exceeds these specifications: 1) Basic design: In transmission and diffraction modes, an electron image is produced first on a YAG scintillator, further magnified using light microscope optics, and recorded using a CCD camera. In scanning mode, a back-scattered electron (or secondary electron) detector is used to generate an image of at least 512 x 512 pixels. 2) Specimen chamber: The microscope must accept standard 3 mm TEM grids. Time to change specimens shall be 3 minutes. Specimen translation plus or minus 1 mm in all directions. 3) Electron gun: 5 kV, W - ZrO FEG filament, current density 0.5 mA sr to the minus 1 power, filament lifetime greater than 2000 hrs 4) Condenser lens: Permanent magnet focal length 4.3 mm minimum spot size 100 nm for diffraction and transmission modes selectable aperture 50 and 30 micron diameter 5) Objective lens: Permanent magnet focal length 1.26 mm Spherical aberration coefficient Cs = 0.64 mm or less. Chromatic aberration coefficient Cc = 0.89 mm or less. Minimum spot size 100 nm selectable aperture 50 and 30 micron diameter 6) Image resolution: 2.5 nm TEM mode 2.0 nm STEM mode 2.0 nm SEM mode 7) Electrostatic projector lens for transmission mode: Magnification ranging from 36 to 360 times. 8) Optical magnification system for transmission mode: 40 X Olympus microscope objective lens, numerical aperture = 0.95 4 X Olympus microscope objective lens, numerical aperture = 0.16 10 X binocular viewer 9) Magnification in transmission mode: Magnification ranging from 1500 to 14500 (with 4 X light objective lens). Magnification ranging from 15000 to 145000 (with 40 X light objective lens). 10) Magnification in scanning mode: Magnification ranging from 1200 to at least 150000 times. 11) Magnification in scanning/transmission mode: Magnification ranging from 6000 to at least 150000 times. 12) Vacuum system: Turbomolecular pump 10 to the minus five power mbar Ion getter pump for electron gun (3 L/s) 10 to the minus nine power mbar Ion getter pump for specimen chamber (10 L/s) 10 to the minus eight power mbar 13) Physical dimensions: Electron and light optical system 210 x 300 x 300 mm Pumping system 220 x 420 x 290 mm Power supply 220 x 420 x 290 mm 14) Camera: Digital slow-scan 12-bit CCD camera, up to 16 MHz, 1300x1030 pixels, pixel size 6.7 x 6.7 microns. 15) Computer interface: Computer with greater than 1GHz Pentium 4 processor, at least 1 Gb RAM, two monitors (minimum 17-inch diagonal), image software (acquires and saves raw images in tif and bmp format; Fourier-transform image processing; histogram calculation), control software (Gun voltage; alignment of electron optics, including stigmation; beam shift and tilt). LINE ITEM 0002: Contractor Installation and Acceptance Testing at NIST for CLIN 0001 Within fourteen (14) days after the microscope system is received by NIST shipping and receiving dock, the Contractor shall install the system at its intended location at NIST, Building 224, Room B229 and then demonstrate, in the presence of the COTR, correct operation of all functions of the microscope system per original equipment manufacturer specifications. The exact date and time for installation and acceptance testing will be determined by mutual agreement between the COTR and the Contractor. The Contractor will not be required to re-deliver the system from the NIST shipping and receiving dock to its intended installation location; NIST will perform that re-delivery. ACCEPTANCE FOR ITEM NUMBERS 0001 AND 0002 WILL NOT OCCUR UNLESS ALL MINIMUM SPECIFICATIONS FOR ITEM NUMBER 0001 AND ALL ACCEPTANCE TESTING CRITERIA AS LISTED BELOW FOR ITEM NUMBER 0001 ARE MET. At a minimum, functions for which Contractor acceptance testing is required include the vacuum system, specimen exchange and focus, electron optics performance and alignment, microscope image resolution in each mode, and computer and software operation, as described below. ? Fourier transform analysis of images shall demonstrate that image resolution specifications are met: 2.5 nm in transmission mode and 2.0 nm in scanning modes. ? The magnification of images and diffraction shall be properly calibrated, using standards, e.g., gratings and crystals. The Government will provide carbon foil replicas of gratings for calibration at low magnification. ? The Contractor may also provide demonstration of additional capabilities of the system. ****DELIVERY SHALL BE FOB DESTINATION and shall be completed not later than two (2) months from acceptance of order. The Contractor shall pack and mark the shipment in conformance with their standard commercial procedures. The Contractor will be required to deliver the system to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ****The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. Central Contractor Registration (May 1999)(31 U.S.C. 3332); 52.214-35 Submission of Offers in U.S. Currency; 52.237-2, Protection of Government Buildings, Equipment, and Vegetation (APR 1984); and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, which can be downloaded at www.nist.gov/admin/od/contract/agency.htm. ****Each quote shall include the following, at a minimum: 1) Two (2) copies of a quotation which addresses all line items; 2) Technical description and/or product literature; 3) Description of duration and nature of standard commercial warranty; 4) Two (2) copies of the most recent published price list(s), if such lists are maintained, for the offered items; and 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.acqnet.gov/far. Also, see FAR 52.212-3(j) for those representations and certifications that the offeror shall complete electronically. ****All quotes shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Lisa Wells, Building 301, Room B129, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. **** No advance payments will be made for the system before the COTR indicates written acceptance of the system after acceptance testing. ****NIST intends to award a purchase order to the offeror whose quote represents the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance Information, and 3) Evaluated Price. Technical Capability, and Past Performance, when combined, are significantly more important than Price. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. Quotes shall clearly identify the maximum performance under those specifications where the Government has identified a preference. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on information obtained from the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its? affiliates. Qfferors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold within the past three (3) years. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the dollar amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. SECURITY REQUIREMENTS Because of heightened security, FED-EX, UPS or similar delivery methods are the preferred method of delivery of proposals. If quotes are hand delivered, delivery must be made through Gate A, and a 48 hour (excluding weekends and holidays) prior notice should be made to the Contract Specialist at 301-975-8171. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. NIST IS NOT RESPONSIBLE FOR LATE DELIVERY DUE TO THE ADDED SECURITY MEASURES. In addition, offerors who do not provide a 48-hour notification in order to coordinate entrance to the NIST campus assume the risk of not being able to deliver offers on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, building, room number, etc.) If 48 hour notification was not provided, it is suggested that your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitors center and complete delivery. ****Quotes must be received by 3:00:00 p.m. eastern time on April 22, 2005. FAXED AND EMAILED QUOTATIONS SHALL NOT BE ACCEPTED.
