- This synopsis is issued for informational and planning purposes only. 1. INTRODUCTION The Air Mobility Command (AMC) Contracting Flight is soliciting information on the supply chain practices and technologies available in the commercial sector. This information will be used to conduct a comparison study for the United States Transportation Command (USTRANSCOM) in order to evaluate the supply chain management integration services and solutions available to support its role as the Department of Defense (DOD) Distribution Process Owner (DPO). USTRANSCOM?s mandate as the DPO is to improve the overall efficiency and interoperability of distribution related activities--deployment, sustainment, and redeployment support. To accomplish this mandate, USTRANSCOM is collaborating with Combatant Commands (COCOMs), the Defense Logistics Agency (DLA), the Services, Joint Staff, and Office of the Secretary of Defense (OSD) to develop Integrated Process Teams (IPTs) that are tasked to transform the processes within the DOD supply chain to provide the best possible support to the warfighter. USTRANSCOM, in partnership with the Defense Information Systems Agency (DISA), recently completed an Advanced Concept Technology Demonstration (ACTD), which successfully demonstrated that commercial supply chain management technologies could be applied to the military distribution planning and execution environment. The objective of AT21 is to provide improved customer service to the warfighter by applying best commercial supply chain practices and scheduling technologies that enable USTRANSCOM, its Transportation Component Commands (TCCs), and DLA to better respond to Joint Vision 2020 force projection and day-to-day distribution requirements through more effective and efficient global distribution management. The purpose of this RFI is to solicit information on the practices and technologies available to meet DPO needs and understand commercial vendors? experience levels with successful implementation of similar processes and tools across global distribution networks.
