Description
The US Army Communications-Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the US Army Research, Development and Engineering Command, Communications and Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Ground Vehicle Applications Branch, plans to negotiate a sole source purchase order with Kings College of London, Great Britain to investigate advanced techniques in nuclear quadrupo le resonance (NQR) technology for application to mine detection. The objective is to significantly increase the signal-to-noise ratio (SNR) beyond that which current techniques can provide. The purchase order will require investigation of the use of comp osite pulses to improve the SNR. The purchase order will also require support of the NQR research laboratory at the US Army Night Vision and Electronic Sensors Directorate (NVESD), Fort Belvoir, Virginia. The period of performance for the purchase order is expected to be 3 months after from dated of award. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all res ponsible sources that can provide supporting data to demonstrate they can successfully provide the required NQR technology investigation as set forth above may submit a quote that shall be considered by the agency. Responses should be no longer than ten ( 10) pages. The resultant purchase order will be firm fixed price. Responses are to be received via email within 15 calendar days of the date of this notice. All responses shall be submitted under the Subject line of W909MY-05-T-0001, NQR Investigation - Companys Name. All requests for further information must be in writing and via email, telephone requests for additional information will not be honored.
