- This is a combined synopsis/solicitation for commercial items as prepared in accordance with FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NBQ050032 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 2005-02. This is an unrestricted acquisition under NAICS 334119 for which the corresponding size standard is 1,000 employees. CLIN 0001 is established for two each Surveylab IKE 300 or equivalent and CLIN 0002 is established for one each Surveylab IKE 300 software development kit or equivalent. Salient characteristics of the self-contained handheld unit are a fully integrated digital camera, digital compass, digital inclinometer, global positioning system receiver, digital range finder and pocket personal computer. All components, including rechargeable battery, shall be housed within a single shock resistant case. The operating system shall be Microsoft Pocket PC 2003, with ESRI ArcPad capability. Products shall be delivered FOB Destination on or before 30 days after award (unless otherwise specified in offer). Acceptance of products shall occur at final delivery point. The provisions of FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Award will be made to the offeror providing the lowest cost technically acceptable offer. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. Contract clause 52.212-4, Contract Terms and conditions - Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, also applies to the acquisition to include clauses 52.222-3, 52.222-21, 52.222-26, 52-222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.225-15, 52.232-33, and 52.239-1. Quotations are due no later than 9:00 A.M. mountain time on Monday, April 18, 2005 and shall be submitted to the attention of the contracting officer, Charles Glover, by mail at the address identified above, fax (303-236-9470), or email (charles_glover@blm.gov).
