- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake CA intends to award a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) level-of-effort contract on a competitive basis for engineering support services to a single awardee. This acquisition is a follow-on effort to the current contract, N68936-00-D-0055. The current contract expires on September 30, 2005. The period of performance for this acquisition will be October 1, 2005 through September 30, 2006 with two one-year Option CLINs. The mission of the NAWCWD, as an integral member of the Naval Aviation Systems Command TEAM, is to provide our Armed Forces with effective and affordable integrated warfare systems and life-cycle support to ensure battlespace dominance by performing RDT&E, logistics, and in-service support for guided missiles, free-fall weapons, targets, crew systems, and electronic warfare systems; by integrating weapons and avionics on tactical aircraft; by ope! rating the Navy's Western Land and Sea Range Test and Evaluation Complex; and by applying new technologies to ensure battle space superiority. The contractor shall provide technical services in the following general areas: 1)system engineering services for design studies and evaluations associated with research, development, production, and operations including effectiveness analysis, design adequacy, and related engineering support; 2) test engineering services for planning, preparing for, performing, analyzing and documenting results for units under test and related items; 3) transition engineering and related support services for transfer of new technology from concept to fleet support; 4) management support services for project support required for management of technical activities. It is projected that approximately 66% of the work performed will be conducted in an integrated Government-Contractor team environment, within Government work spaces, and work in accordanc! e with Government processes (64% at China Lake and 36% at Pt Mugu). The remaining contractor personnel shall utilize contractor facilities. The contractor shall establish a facility within 5 miles of the main gate of China Lake and within 25 miles at Point Mugu. These facilities shall meet the security requirements as outlined in the solicitation. A draft solicitation will be available on or about April 15, 2005 through FEDBIZOPPS. The draft solicitation is provided for potential offerors to review and comment. The Government is particularly interested in areas where the requirement appears ambiguous or overly restrictive. Questions and comments should be submitted by April 29, 2005 and addressed to Jaime Rios. All questions and comments will be considered during preparation of the final solicitation. The final solicitation will be available on or about May 27, 2005. Companies under foreign ownership, control or influence may not participate in this competition.
