Description
The Fleet and Industrial Supply Center Norfolk, Contracts Department, Philadelphia Division intends to solicit on an other than full and open competition basis a requirement for 26 ea. SourceForge Enterprise Edition Standard User licenses; 9 ea. SourceForge Enterprise Edition Limited User licenses; one year of software maintenance for the foregoing licenses and software installation support. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with VA Software Corp., Fremont, CA for this requirement. VA Software Corp. is the software publisher for the required software products. The software to be procured is required by the U.S. Joint Forces Command?s Joint Experimentation Directorate to provide a centralized repository of bug reports, feature requests, software releases, source code and documentation for the Multinational Force Iraq web portal. The SourceForge software is the only software available that meets the Joint Experimentation Directorate and CENTCOM Commander?s web portal software monitoring/updating/tracking requirements. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 511210 and the small business size standard is $21 million.
