- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. U.S. Special Operation Command, Technology Applications Contracting Office, Ft. Eustis, VA has a potential requirement for repair of MH-6C Aircraft 69-15973. This Request for Proposal (RFP) H92241-05-R-0022 is anticipated to result in a Firm Fixed Price (FFP) contract (with a CLIN that is unpriced for over and above work). Submit written offers; oral orders will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-02 effective. North American Industrial Classification Code (NAICS) 336413 applies to this procurement. The DPAS rating for this procurement is DOA1. Eustis, VA 23604 by 3:00pm Eastern Standard Time on 19 April 2005. Proposals received after this timeframe shall not be considered for award. The prospective offeror must be registered with the Central Contractor Registration (CCR) website at http://www.ccr.gov to be considered for award. Statement of Work: 1. Background Aircraft 69-15973 is an MH-6C trainer. This aircraft had recently been reported to having a right pedal migration with airspeed that is non-standard. A contract was issued to Boeing, Mesa, AZ to have an onsite inspection performed to determine potential fixes to the associated problem. The tail was changed and the directional control system rig and parts were verified prior to the inspection. 2. Scope The contractor shall make all necessary and appropriate repairs to the aircraft necessary to make the aircraft flight worthy and support unit inspection and maintenance test flights (MTF). 3. Requirements 3.1 Contractor shall repair the following known deficiencies found during the Boeing inspection of the aircraft: crack in aft turtleback just left of exhaust hanger fitting sta. 137.50 upper support ring missing return flange that would connect it to the lower half [the right side also was missing but had a L - bracket repair] sta.124.0 just outboard of left-hand and right-hand engine mounts appears to be cracked approx. 2.5'' in length, needs to be stripped and re-inspected sta. 137.50 upper support ring has cracked approx. 7'' longitudinal butt line (LBL).1 thru 8 sta. 137.50 r/h side BL 7 .50'' cracked in inlet bulkhead attachment flange [connects bulkhead to upper support ring] sta 124.0 LBL 4 next to where the clutch opening is, stiffener missing 4'' of return flange sta.137.50 LBL 0 thru 6 turtleback skin cracked longeron between sta. 44.65 and 64.37 LBL6 which connects the bulkhead that the pedals mounts to has a crack and is torn away from the aft side structure, it was spliced and a repair was made to reattach it to the structure. 3.2 The contractor shall prepare the aircraft for installation into a MDHI station 2 assembly fixture (part number 369A2000-5003-ASJ4). 3.3 During the course of work in paragraph 3.1the contractor shall document any additional repairs required to make the aircraft airworthy in a work request prepared in accordance with DFARS 252-217-7027, Over and Above Work. The work request can be in a contractor format, but will address all the data required by DFARS 252.217-7027(b). The Contractor shall submit the work request to the Government and shall for the basis for determining a fixed price for this work. Upon approval of the Government, the contractor shall make the appropriate repairs IAW with the H-6C Helicopter Maintenance Manual (HMI), Illustrated Parts Catalog (IPC), and Structural Repair Manuals (SRM). 3.4 Upon completion of the structural repairs, the contractor shall remove the aircraft from the fixture and complete aircraft assembly. 3.5 The contractor shall host a unit contact team which will perform a government inspection and maintenance test flight (MTF). The contractor shall provide fuel to support this effort. Acceptance will be at origin. 3.6 The MTF shall be completed nine months ARO. 3.7 The contractor shall submit monthly cost reports. *** BEGIN CONTRACT LINE ITEMS *** Schedule B CLIN Structural CLIN 0001 ? Repair in accordance wth paragraph 3.1 of the Statement of Work Firm Fixed Priced CLIN 0002 ? Over and Above repairs requred to make aircraft airworthy. Time and Material This Clin is for information purposes only, will be negotiated at a later date at this time contractors are not riequired to submit proposals). Addendum to 52.212-1 - INSTRUCTIONS TO OFFERORS Contractor shall submit a firm fixed price for all repairs indicated by paragraph 3 Statement Of Work. Over and above (CLIN 0002) will not be priced in the proposal, but will be part of the contract. The following documents must be supplied to the Government as part of an offerrors proposal. The Government will not evaluate any submitted proposal unless all of these documents are provided: A. Photo of station 2 assembly fixture B. Copy of most recent fixture calibration statement C. Evidence of being an MDHI authorized repair station D. Evidence of previous satisfactory performance or current capability. E. Offeror shall submit list of the manuals they propose on utilizing to repair aircraft 973. The listing should include the manual number, title, last change number, and date of change. F. The Offeror shall submit a sampling of 10 to 20 structural repairs utilizing their station 2 assembly fixture and include a synopsis of work required, number of manhours consumed, and time required to complete repair. G. Past or current contracts with government or private industry for efforts similar (Aircraft related) to the effort required by this solicitation. Addendum to 52.212-1 - EVALUATION To be considered for award an offeror must be a MDHI authorized repair station and have a MDHI station 2-assembly fixture (P/N 369A2000-5003-ASJ4). Award will be made based on an evaluation of Technical, Cost and Past Performance. Technical is of primary importance, cost is of secodary importance and past performance is of equal importance. With regards to technical, evaluation will be conducted to determine that the quotes satisfied the Government?s requirements of the statement of work. Cost will be evaluated on low cost for the total contract value, the Government has the right to consider price and price related factors to the Government, including but not limited transportation and support of test flights, in making an award. . Past performance evaluations will be made based on verified information submitted by the offerors. In case of an offeror, without a record of relevant past performance or for whom information on past performance is not availabe, the offer will be given a neutral past performance rating and will not be rated favorable or unfavorable based on past perfromance. The Government intends to evaluate proposals and award a contract without discussions (except clarifications as described in FAR 15.306(a)). Therefore, the offeror?s initial proposal should contain the offeror?s best terms from the cost or price or information other than cost or price and past performance standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
