Description
The Tongass National Forest is seeking quotes for furnishing A 26 FT. WELDED ALUMINUM CREWBOAT as described in this notice. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Proposals are being requested and specifications can be found at solicitation SIT-04-69 on FedBizOpps. The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (the following clauses are checked as included: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 and 52.232-33). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This acquisition is totally set-aside for small business concerns, NAICS 336612. The small business size standard for this acquisition is 500 employees. Submission of a quote constitutes a representation that the contractor is a small business. The intent of this acquisition is to purchase A 26FT ALUMINUM BOAT, listed items and power package with the following specifications: 26? welded alum crew boat Explorer model. The boat must be capable of stable operation in rough seas and must be able to have engines raised fully out of the water. Cabin must be capable of carrying four to six passengers, constructed with Alaska Bulkhead and be furnished with the basic navigational lighting, deck fixtures and appurtenances. Vessel to be powered with and price quote should include twin 150 hp Mercury Optimax outboard motors and have a fuel capacity of no less than 150 gals. See attached Specs for Petersburg LEI vessel: The boat shall be painted with non-skid paint on all walking surfaces inside and anti-fouling black paint on bottom to 4? above water line. Hull bottom and sides shall be fabricated of ? inch marine grade aluminum. Hull design furnished shall have at least a five year warranty on successful open water operation and customer satisfaction. Minimum 26? length, Minimum 8.5? beam, Minimum 190 sides, Minimum 250 bottom, Minimum 250 hp (prefer twin 150 hp), Hydralic Steering, 12? X 9? Trim tabs, Minimum 120 gal fuel capacity, Dive door, port side, minimum 6? interior clearance, Minimum 5 tie down cleats, Twin battery configuration w/ battery switch, 2 air ride seats, Diesel interior heater/defroster, 2 bilge pumps with float switches, Water separator fuel filter, 2 additional windshield wipers, Wing walk non skid deck coat, Vee berth cushions, Electric winch w/ rope and anchor, Labor to rig engines/s, Radar Arch, Installation of electronic package, including, radar, plotter/GPS, VHF, depth sounder and antennas, External roof mounted spot lighted, 2 cigarette lighters, Removable dining/work table and bench. PACKING AND SHIPPING Preference will be given to bidders who package and ship FOB Destination to Petersburg, Alaska, 99833 via truck/barge. Delivery due date approximately August 6, 2005. Contractor must contact Forest Service Contracting Officer Representative prior to shipment to ensure packing and loading are as specified. Quotes may be submitted on vendor's letterhead stationary and may be mailed to USDA Forest Service, ATTN: KAY STEFFEY, 204 Siginaka Way, Sitka, AK. 99835 or sent via FAX to (907) 747-4289. Quotes must be submitted not later than 3:30 p.m. (Alaska time) on May 6, 2005. Quotes must also include a completed copy of FAR 52.212-3, Offeror Representation and Certifications-Commercial Items. This provision is available on-line at www.arnet.gov/far/. An offer will be made to the contractor whose quote represents the best overall value to the Government, price and other factors considered, including the ability to meet delivery and packaging specifications.
