Description
The National Ground Intelligence Center has a requirement for the measurement and characterization of selected electromagnetic properties of Radar Absorbing Materials, paints, structure, and cloths. The main objective in each phase of this unclassif ied 5-year fixed price contract is the measurement of the complex magnetic permeability (mu) and the complex dielectric permittivity (epsilon) of nine or more single or complex specimens per year (supplied by the government) of various types of non-magneti c and magnetic radar- absorbing materials (RAM), radar-absorbing paints (RAP), radar- absorbing cloths (RAC), and radar-absorbing structures (RAS) as a selected function of frequency over the 2-110 GHz frequency range. The real and imaginary parts of the c omplex magnetic permeability (mu) and complex dielectric permittivity (epsilon) of a minimum of nine or more samples per year of RAM, RAP, RAC or RAS specimens which will be supplied by the government are to be measured as a selected function of frequency over the 2-18 GHz , 27-40 GHz , 40-75 GHz , and 75-110 GHz frequency ranges. In addition to the above mentioned regular measurement of nine or more samples per year, there may also be additional single or multiple measurements of individual samples that may occur from time to time on contingency basis. In the context of this 5-year fixed price contract, the contractor will bear full responsibility for all the sample preparations per year that will be needed for the various measurement devices required to cover the above mentioned frequency ranges Quarterly and Interim Data Reports for each sample in written and electronic format shall be delivered in which measured data shall be furnished both in graphical and in tabular form showing the values of the above four parameters (with error bars) as a fu nction of frequency with frequency increments of five GHz for frequencies above 18 GHz, and with a frequency increment of one GHz from 2 to 18 GHz. All tabular data shall be reported to four significant figures. In addition a Material Evaluation Report for each sample in written and electronic format shall be delivered in which an assessment of the effectiveness of the sample as a radar absorber in each frequency band shall be made. This is a sources sought announcement and not a solicitation. The work required on this contract is to be accomplished in five phases over a total period of performance of five years from 02 Mar 2006 to 28 Feb 2010.
