Description
The U.S. Army Space and Missile Defense Command in conjunction with the Joint Improvised Device (Defeat) Task Force (Joint IEDD-TF) intends to negotiate on a sole source basis a modification to contract W9113M-04-C-0012 performed by Wexford Group Int ernational (WGI). This action will sustain and enhance the integration of the integration of the Joint IED TF in the analysis, assessment and training for counter IED operations in Iraq, Afghanistan, and elsewhere, as well as the preparation of units sche duled for rotation into the overseas Areas of Responsibility. The effort to be performed under this theater of operations is in direct support of Operational forces in Iraq and Afghanistan. The U.S. Army Chief of Staff (CSA) directed the Army G3 to devel op a response in support of the U.S. Central Command (CENTCOM) efforts to mitigate and or defeat the emerging Improvised Explosive Device phenomenon. In late 2003, the Army created the IED Task Force led by a flag officer to respond to the IED problem. R ecently, this task force was redesignated the Joint IED Defeat Task Force by direction of the Deputy SECDEF and was tasked with the mission of focusing all available DOD resources to counter this threat. Given this directive, sustaining the existing contr act support vehicle is essential to avoid inflicting significant harm to the government by unnecessarily forcing a suspension of contractor support and diminishing the overall counter-IED effort. WGI personnel have established themselves as the CENTCOM s ubject matter experts in dealing with the IED threat. In CONUS, WGI provides significant training support to deploying units. Field Team members continually rotate back to CONUS and directly share the knowledge they have gained in theater with these deplo ying units. The relationship between the Field Teams and the Training Assistance Teams is interdependent and is directly correlated to the visible success in reducing the mortality rate among friendly forces. To incur any break or disruption to the relati onship between the Training Assistance Teams and the Field Teams is an unacceptable risk, and will most certainly result in a fragmented training program. WGI possesses the needed expertise in the areas of counterinsurgency (CI) and counter terrorism (C T) and is the thread that ties this approach together. If a different support contractor were to be introduced at this juncture, an unnecessary interruption or delay would result for the schedule and performance of the Joint IED-D TF mission.
