- Notice of Sources Sought. Office of the Comptroller of the Currency. Advanced Capital Markets Courses. (1)Introduction: The Office of the Comptroller of the Currency (OCC) was established in 1863 as a bureau of the Department of the Treasury. It is responsible for regulating and supervising the national banking system. The OCC charters, regulates and examines approximately 2,200 national banks and 52 federal branches and agencies of foreign banks in the United States. Its mission is to ensure a safe, sound and competitive national banking system that supports the citizens, communities and economy of the United States. The OCC is investigating vendor interest and capability in providing highly specialized interactive capital markets training that involves balance sheet management simulation and advanced trading simulation for their examiners as well as the ability to provision a training facility in support of the course delivery. This notice of sources sought is not a request for competitive proposals. This notice does not commit the OCC to include respondents on a source list, to issue a solicitation, to award any contract, or to pay any cost incurred related to submission of information in response to this notice. OCC may solicit some, all, or none of the respondents for the proposed requirement described herein. (2)Background: OCC examiners require highly specialized and unique capital markets training regarding balance sheet management, fixed income securities, derivative products, sophisticated trading techniques and traded products, hedging, financial markets and related portfolio and risk management principles. OCC desires a method of instruction that will combine student reading, pre-course e-learning, professional lecture, hands on interactive exercises using advanced computer simulation techniques, and instructor assisted administration. The training is designed to be intense and progress-oriented. The training is designed for capital markets examiner experts/specialists and certain fiduciary examiners who have strong knowledge in capital markets including fixed income products, portfolio management, balance sheet management trading activities, and risk management concepts. These examiners support the supervision of capital markets, trading, and investment portfolio activities in the largest and most sophisticated banks. This training will bring those examiners to the higher level of expertise needed for the OCC to fulfill its supervisory objectives. (3)General Description of the Requirements: In a classroom setting, the vendor will provide a series of highly advanced capital markets courses geared for capital markets examiners. The courses will be highly specialized combining instructor led as well as e-learning based course content. The material will cover balance sheet management, trading activities, capital, risk management, treasury management, financial and traded products, Value At Risk concepts, foreign exchange, derivatives, and hedging. The courses will include active computer simulation and interactive computer trading simulation to be done by the participants in a team environment. The vendor will provide constant feedback during the course regarding team results. The vendor is also responsible for acquiring an adequate training facility located in New York City to include AV and AV technical support, computers for participants, training supplies and all related course materials. Also, the vendor is responsible for provision and shipping of all course materials. It is anticipated that training will begin in the January-February 2006 timeframe. (4)Responses To This Request: Please provide a written technical capability statement of your ability to meet this requirement. The submission may be presented in a format of your choice and should address your abilities, experience and past performance in providing the specific training required by the OCC.
