- NASA Langley Research Center (LaRC) is hereby soliciting information about potential sources for Technology, Engineering, and Aerospace Mission Support (TEAMS) services. TEAMS is the follow-on procurement that would primarily consolidate requirements currently performed under two separate contract awards at LaRC: (1) Contract number NAS1-00135 for Systems Analysis and Mission Support (SAMS) services, which is a cost-plus-award-fee contract whereby work is issued via performance based task orders; and (2) Contract numbers NAS1-00140, NAS1-00141, and NAS1-00142 for Space Technology Research and Development (STR&D) services, which are multiple award cost-plus-incentive-fee/firm-fixed price contracts whereby work is issued via task orders. The average expenditure rate for all four contracts combined is approximately $33M per year. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. One of the primary goals of this synopsis is to assist LaRC in determining whether a Small Business Set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. Since no decision on a set-aside has yet been made, all qualified firms are encouraged to respond. The North American Industry Classification System (NAICS) Code for this procurement is 541710 and the size standard under this code is 1,500 employees. Research support services will be required in the following general disciplines (experimental, analytical and computational): full-spectrum aerodynamics, gas dynamics, fluid dynamics, aerothermodynamics, acoustics and aeroacoustics, metallic and non-metallic structures and materials, airborne systems and flight research, and space flight and science missions. More specifically, services will also be required in, but not limited to, the following technical areas: Computational Fluid Dynamics (CFD) analyses; noise prediction studies and algorithm development; structural acoustic modeling; synthesis and characterization of polymers, piezoelectrics, ceramics, and composites; fatigue testing and damage tolerance analyses; stability and roboustness assessments of control systems; experimental flight systems design, development and operation; flight simulation development, operations and maintenance; airborne systems including vehicle dynamics, Guidance, Navigation and Control (GN&C), crew systems, mission critical systems, and flight research; aircraft systems including operations and maintenance; spacecraft systems including design, development, GN&C, and operations; electromagnetic systems, optics, lasers, and microwave systems; global environmental atmospheric quality and measurement; risk, safety and engineering quality assessment; technology and mission concept development; advanced prototype development and technology/system development and demonstration; breakthrough materials; lightweight and multifunctional structures; deployable and inflatable structures; structural dynamics and geometry control; onboard data processing; next generation design and analysis tools; advanced instruments; avionics; and incidental Information Technology (IT) services in support of primary research tasks. The total funded technical requirements scheduled to end after January 1, 2005 and before January 1, 2006, currently are managed at LaRC approximately as follows: Exploration Systems and Space Operations Technology Directorate (7%); Incubator Institute (5%); Independent Program and Assessment Office (5%); NASA Engineering and Safety Center (9%); Systems Analysis and Concepts Directorate (13%); Research and Technology Directorate (50%) {Aerodynamics, Aerothermodynamics and Acoustics 12%, Structures and Materials 17%, and Airborne Systems 21%}; Systems Engineering Directorate (7%); Flight Research Services Directorate (4%); and Other (<1%). Interested offerors/vendors having the required specialized capabilities in part or all of the above requirements should submit a capability statement of 10 pages or less indicating their ability and past experience in performing similar efforts as described above. Work cited as past experience shall contain a brief technical description, dates and a reference with a current phone number. In addition, responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, veteran-owned, service-disabled veteran-owned, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Roberta Hollifield no later than April 29, 2005.
