Description

Food and Nutrition Service (FNS) is committed to providing nutrition education resources and services to children and adults eligible for participation in FNS programs, as well as to professionals. The effort includes the Eat Smart. Play Hard. (ESPH) Campaign designed to promote positive changes in eating and physical activity behaviors. ESPH is a key administrative action of the President?s Healthier US Initiative. The spokescharacter for the ESPH Campaign is Power Panther, and it?s important that the character communicates messages in an effective manner. Also, all ESPH materials featuring Power Panther? needs to carry a consistent image. FNS is currently in the process of developing a number of print and web-based materials that feature our spokescharacter, Power Panther. This includes, but is not limited to personality traits that best suit Power Panther, animation and other physical traits that will increase effectiveness and reach within the target audiences. We request additional time to perform the following: Evaluate materials featuring Power Panther to ensure that the information is consistent with the new image of the spokescharacter. Work with a subcontractor to develop and design a prototype costume. FNS intends to award a follow-on modification to purchase order 43-3198-4-0134, to YMS Consulting for continued development of the Power Panther Spokescharacter on a sole source basis, citing the authority of FAR 6.302-1(B). No solicitation is available. Qualified sources may submit a proposal demonstrating capability and pricing points. Proposals must be received within three business days of this notice. Based on responses to this notice, a determination not to compete this proposed award is solely within the discretion of the Government.
