Description
Revised combined synopsis/solicitation The Tongass National Forest is seeking quotes for furnishing 28 foot by 10 foot welded aluminum landing craft with boom as described in this notice. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The following Federal Acquisition Regulation clauses are incorporated by reference: 52.204-7 Central Contractor Registration, 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (the following clauses are checked as included: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 and 52.232-33). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This acquisition is totally set-aside for small business concerns, NAICS 336612. SALIENT CHARACTERISTICS The Ketchikan/Misty Ranger Districts would like to replace our 25-foot Boston Whaler Frontier model work boat (no. 2271) with a 28 foot by 10 foot welded aluminum landing craft as specified below. The boat and motors have reached their replacement cycle and should be sold as a unit to receive the highest salvage value. The District wishes to replace this unit with welded aluminum, serving the needs changing needs of the District. The Maintenance shop needs the ability to move materials, tools, ATVs as well as people in support of Research, Habitat enhancement, Timber, Engineering and related Monitoring programs. Supply one, 28 ft. welded aluminum landing craft, PackCat Model as manufactured by the William E. Munson Co., Edmonds, WA or approved equal. The boat must be capable of shallow draft operation in rough seas, must be able to sit on the beach during low tide and be able to have engines raised fully out of the water. Cabin must be capable of carrying four to six passengers, constructed with Alaska Bulkhead and be furnished with the basic navigational lighting and appurtenances. Vessel shall be powered with twin Honda four-stroke, 130 Hp. outboard motors and have a fuel capacity of no less than 150 gals. This vessel is to be provided with a center-line mounted mast and boom assembly capable of loading a full 55 gal. Drum of fuel from dockside, 500# capacity. The boat shall be painted with non-skid paint on all walking surfaces including inside of bow door and anti-fouling black paint on bottom to 4 in. above water line. Hull bottom and sides shall be fabricated of ? inch marine grade aluminum and hull design furnished shall have no less than five years of successful open water operations and customer satisfaction. Boat is to be delivered as a turnkey unit. GENERAL SPECIFICATIONS: This catamaran shall be a welded aluminum landing craft capable of shallow draft operations as well as stable operation in rough and choppy seas. This catamaran must be able to sit level on the beach when the tide is out and able to raise both engines fully out of the water. With 2 people on board, full fuel tank and carrying 300 gal of fuel in barrels, the vessel must be able to handle a rough 6 ft. sea with a chop without the bow of the boat shipping water. Have a center line mounted mast & boom, which can raise a 55 gal. drum of #2 Diesel fuel 6 ft. above boat deck at 3ft distance outboard of gunnels while tied to a fixed dock. BASIC SPECIFICATIONS: Minimum Centerline length-28' Beam-10' Maximum load capacity-5000 lbs Fuel Capacity -150+ gallons Bow Door Width-74" Bottom plate-1 /4" Side plate-1/4" Transom for Dual 130 hp Honda Outboard Engines-25" Shaft Length HULL: 28' x 10' Landing Craft, Catamaran Hull, with 74" wide bow door, twin 16 degree vee catamaran tunnel hull, 1/4" plate bottom, sides and transom, 3/16" plate decks, twin outboard transom. HULL OUTFITTING: 1. Centerline mounted lifting mast and boom, capable of lifting a 55 gal. Drum of #2 Diesel fuel 6 ft. above deck at 3ft distance outboard of gunnels while tied to a fixed dock. Boom should have a minimum swing radius of 180 deg. to allow loading and unloading over either side. Mast and boom shall be mounted on a suitable foundation at a position on the front of the wheelhouse, with the wheelhouse providing addition bracing where it makes contact with the mast structure. The mast and boom shall be easily secured while underway. 2. Mast shall have an adequate topping lift that may be operated by a manual winch with wire rope running through appropriate guides, shives or blocks. Or utilize 1/2" Polydacron hand line rope running through a two-fold fall block and tackle. 3. Load boom shall have a mounted 12vdc Electric Winch (i.e. Warn A2000 Winch) with manual backup, suitable wire rope and appropriate guides, shives, blocks, hook, and operated by a remote control w/12' wiring harness. 4. 8ea, 10" Welded Cleats, 4 per side, bow, breast, spring, stern. 5. Gunnel rail boarding openings, 30" wide opening installed in port and starboard 1?" pipe gunnel railings. 6. Watertight Aluminum Deck Hatch(s), Bomar (or equivalent) 15" x 24" watertight quick acting to access forward, mid ship and aft below deck voids, and bilge pumps. 7. Cargo deck tie down rails, 1" sch. 40 pipe, welded full length 4" above deck. 8. Open cutout scuppers, in addition to standard pipe scuppers, 4 per side forward of and along side of the wheelhouse. 9. Beaching Wear Plate: ?" x 3" wide plate strips welded to cutwater of forefoot providing long-term protection to bottom when boat is beached. 10. Heavy Duty Hull Package Standard 1/4" bottom plates upgraded to 5/16" bottom plates 11. Wave breakers installed on centerline section of tunnel to cushion wave slap 12. Transom shall accept dual Honda 130 hp outboards engines, 25" shaft length 13. Zinc anode electrolysis protection, mounted on brackets welded to transom 14. Mounting position for depth sounder transducer located on transom FUEL SYSTEM: 1. Dual 75 Gallon Under Deck Fuel Tanks 2. Racor Fuel Filter System, meeting Honda Marine Outboard specification with shut off valves complete. WHEEL HOUSE: 1. 72" Wide x 72" Long x 80? High, walk-around enclosed wheelhouse, with one sliding door with window and lock, mounted on Starboard side. Wheelhouse will include port and starboard side sliding windows, fixed windshield, and fixed rear window, bare aluminum interior finish, non-skid deck coating and built in console/dash. 2. 2 ea, 24?W x 27? L x 30?D locker with hinged locking lids mounted at the front of the wheelhouse. These may be integral to the structure of the mast and boom. 3. One 12?W x 12?D x 69?L storage locker, divided into two compartments, with two hinged locking lids for fuel and battery system components, mounted outboard of aft wall of wheelhouse. 4. Wheelhouse Radar Arch: 1.5" pipe arch with 20" clearance. Removable for shipping WHEEL HOUSE OUTFITTING: 1. Bentley Rivermaster Pilot Seat (or equivalent): Hinged or removable arm rests, fixed back rest, adjustable sliding seat base w/height adjustable and swiveling pedestal mount 2. Bentley Rivermaster Pilot Seat (or equivalent) passenger seat installed on 22?x 44? locker. 3. The 22?x 44? locker that is the base for the passenger seat will also accommodate a jump seat cushion for a third passenger seated behind the passenger seat. This locker shall have a hinged lid/seat which will access the full interior of locker. 4. Toyotomi Cabin Heater, Model NS-2700 heater running off kerosene or diesel #1 fuel. Including 3 gallon fuel supply tank 5. 18" x 24" flush plywood lift out hatch to provide under deck access within house.
