Description
The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS intends to negotiate with Rutherford Appleton Laboratory, Oxfordshire, England, as sole source basis in accordance with the authority of 41 U. S. C 253 ( c) (1) only one responsible source, to Develop and Operational Demonstration Product to Assimilation Sea Surface Temperature (SST) retrievals from GOES and POES platforms. The Rutherford Appleton Laboratory has developed the POES GOES sea surface temperature analysis product and transferred it to the OSPD experimental machine. This product is due to be transitioned from research to operations. The contractor shall develop an operational assimilation product to blend sea surface temperature (SST) retrievals from GOES and POES platforms. The software will be developed at the Rutherford Appleton Laboratory, Space Science Division and transferred to the Government to run the demonstration assimilation product for validation and evaluation. This effort represents an important step in the development of an integrated high-resolution global SST product that has been identified by operational agencies as the way forward for meeting the requirements of current and next-generation Ocean and atmospheric models. Tasks (1 Documentation ? Users Guide and Technical Documentation (incorporated in Algorithm Theoretical Basis Document) (2 Assist in the implementation of the software on the experimental NESDIS machines by testing the analysis with PIES and GOES data sets. Set up output files for HDF and CoastWatch HDF. (3 Assist in setting up a validation system to validate the product for operational implementation and validate the product. (4 Assist in implementing the POES/GOES analysis product into operations. Offerors certain they can meet the requirements are requested to submit in writing a affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. Award using simplified acquisition procedures All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies
