- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information include in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. Solicitation Number NFFK-5-147JMH is issued as a Request for Quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02. There is no size standard related to this acquisition. The associated NAICS Code is 541710. The National Oceanic and Atmospheric Administration, National Marine Fisheries Service Marine Mammal Health and Stranding Response Program (MMHSRP) plans to conduct a health assessment research project in April 2005 on the bottlenose dolphin (Tursiops truncates) population in and around St. Joseph?s Bay, Florida. This research is part of the on-going investigation into the bottlenose dolphin Unusual Mortality Event (UME) that occurred between March and April 2004 along the Florida Panhandle. The goal of the project is to assess the health of the bottlenose dolphin population along the Florida Panhandle, which has been impacted by two UMEs in the past five years (199-2000 and 2004), and investigate why it appears to be more susceptible to red-tide events in comparison to dolphin populations in other parts of the Gulf of Mexico. As part of the on-going UME investigation, the research will help establish a baseline of dolphin health for animals in the affected area, and will allow comparison with samples from the 1999-2000 and 2004 UMEs. Samples collected from live animals in April 2005 will be used to investigate: 1?immune functions; 2?contaminant loads; 3?disease, and 4?the genetic stock structure of the population. The live captures will also initiate the process of identifying individual dolphins for longer term monitoring of the population. The Government will award a contract resulting from this combined synopsis/solicitation to the responsible Offeror whose offer conforming to the solicitation which will be the most advantageous to the Government, price and other factors consider. The combination of the technical response and past performance will be paramount with respect to Price.
