Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information include in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. Solicitation Number NFFK-5-147JMH is issued as a Request for Proposal. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02. There is no size standard related to this acquisition. The associated NAICS Code is 541710. The bottlenose dolphin population in and around St. Joseph's Bay along the Florida Panhandle has suffered two Unusual Mortality Events (UMEs) in the past five years. The second UME occurred most recently in April-May 2004, and involved at least 107 dead dolphins. Title IV of the Marine Mammal Protection Act requires NOAA to investigate the marine mammal UMEs, and NOAA is planning a 2-week dolphin health assessment research project to evaluate the impacts of the 2004 UME on the Florida Panhandle dolphin population. One component of the research requires specialized expertise in measuring thermal profiles during health assessment examinations, as well as conducting extensive follow up tracking of dolphins fitted with radio tags for several weeks after the health assessment is completed. The tracking of tagged dolphins is needed to help identify the movement patterns of dolphins inside and outside St. Joseph's Bay where the UMEs have historically occurred. The Government will award a contract resulting from this combined synopsis/solicitation to the responsible Offeror whose offer conforming to the solicitation which will be the most advantageous to the Government, price and other factors consider. The combination of the technical response and past performance will be paramount with respect to Price.
