Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13 (not to exceed $100,000). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotes (RFQ) number is NRMAG000500056MAS. The solicitation incorporates provisions and clauses in the Federal Acquisition Circular 2005-02. The proposed contract is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 334220 and the small business size standard is 750 employees. The U.S. Department of Commerce, National Severe Storms Laboratory (NSSL), has a requirement for an antenna pedestal and positioner for an X-band Doppler Weather Radar System to be delivered to Norman, Oklahoma. This radar will be installed in a transportable platform and used for observation and investigation of severe weather and other meteorological phenomena. Subsystem components include the following: 1) Antenna pedestal; 2) Pedestal controller; and 3) Associated microwave components and waveguides. Specifications for these components as follows: A) Antenna pedestal: 1) Type: elevation over azimuth. 2) Load rating: the pedestal must be capable of supporting a parabolic dish, a dual feed assembly and associated support structure, (max reflector diameter ? 2.4 meters (8 feet)), (max static torque ? 1000 pound-feet elevation axix), (max weight ? 1000 pounds). 3) Azimuth range: continuous either direction. 4) Elevation range: minus 5 to 90 degrees. 5) Speed: variable from 0 to 20 deg/s in azimuth and elevation. 6) Acceleration: 15 deg/s (2) max. 7) Backlash: 0.05 deg max in azimuth and elevation. 8) Torque: 2000 pound-feet continuous, 6000 pound-feet continuous. 9) Data take-off accuracy: plus or minus 0.03 deg max in azimuth and elevation. 10) Positioning error: 0.1 deg max in azimuth and elevation. 11) Stow locks: the pedestal shall be equipped with devices to lock the pedestal in multiple positions for maintenance. 12) Mechanical Controls: the pedestal should have a mechanical turn control to drive the antenna in either direction to any position. B) Pedestal Control: 1) Control: full electronic control of pedestal operation via digital command and status link to an external computer. 2) Mode: selectable manual and computer control via RS-232 link or Ethernet. 3) Power Source: 115 VAC. C) Microwave Components: 1) Operating frequency: 9.410 GHz plus or minus 30 MHz. 2) Polarization: dual linear (Horizontal and Vertical). 3) Peak power: 100 kW in each channel. 4) Average power: 200 W in each channel. 5) VSWR: 1.30 max. 6) WOW: 0.08 max. 7) Slip rings: the pedestal shall be equipped with electrical slip rings in azimuth. Slip rings are required for the elevation drive motor, 120 VAC to power meters to monitor transmitter power at directional couplers above the elevation rotary joints, a pair of lines to operate a switch so that a single power meter can alternate measurements between the H and V channels, and 4 shielded-twisted pair circuits (two for H and V power measurements, and 2 for spares). There should be at least 70 dB of isolation between the various circuits. 8) Azimuth rotary joints: dual high power rotary joint for azimuth; both H and V channels to handle 100 kw peak power in each channel. 9) Elevation rotary joints: two rotary joints, one for each polarization. 10) Waveguides: standard WR90. 11) Pressurization: all waveguides and rotary joints should be capable of being pressurized to 5 PSIG. 12) Operating temperature: minus 20 degrees to 50 degrees C. 13) Relative humidity: 0 percent to 95 percent condensing. 14) Altitude: 0 to 3 km. 15) Rain: 2 inches per hour. 16) Wind: 125 MPH operational, 155 MPH survival. C) Delivery and installation: the subsystem shall be delivered to the NSSL facility located at 1313 Halley Circle, Norman, Oklahoma 73069. If the subsystem is delivered in pieces the contractor shall assemble the product within 4 weeks after delivery. The government shall perform inspection and acceptance within 30 days following onsite assembly of the product. Final integration and installation shall be performed by the government. D) Warranty: the subsystem shall have a warranty for parts and labor for a period of one year from the delivery date. E) Drawings: the contractor shall provide detail drawings and documentation for all delivered components including parts list, wiring diagrams, schematics, and all appropriate installation and operations manual. NOTE: Hardware and material for this requirement can be refurbished surplus equipment. Technical questions must be submitted in writing to the Contracting Officer by fax or by email. You may submit your proposal by email, fax, or by mail. Proposal must be received on or before close of business May 4, 2005. Please include delivery schedule, business size, and Duns and Bradstreet Number. Vendors must also be registered with the Central Contractor Registry (CCR) at www.ccr.gov.
