Description
DESCRIPTION: The U. S. Department of Energy??s National Energy Technology Laboratory, Pittsburgh, PA seeks sources to supply our two sites that are located in Pittsburgh, PA and Morgantown, WV with Liquid Nitrogen as per the statement of work listed below: STATEMENT OF WORK SUPPLY LIQUID NITROGEN NATIONAL ENERGY TECHNOLOGY LABORATORY 1.0 GENERAL REQUIREMENTS 1.1 Introduction The United States Department of Energy/National Energy Technology Laboratory (DOE/NETL) is co-located in Pittsburgh PA, (NETL-PGH) and Morgantown WV, (NETL-MGN). The purpose of this solicitation is to award a contract for the provision of liquid nitrogen for three liquid nitrogen tanks used at both sites. One 11,000-gallon tank and one 6000-gallon tank are located in Pittsburgh, and one 9,000-gallon tank is located in Morgantown. NETL is a government owned, government operated research center. NETL is a DOE national lab that integrates and focuses research and development activities to develop engineered systems that have potential to utilize domestic fuel supplies economically and efficiently, while achieving high standards of environmental performance. NETL performs and sponsors a variety of research and development activities on coal, natural gas, and oil. 1.2 General Conditions The Contractor??s personnel shall abide by all local safety regulations. Smoking, fires, and any other source of ignition in the vicinity of the dewars are prohibited, due to the presence of other flammable gases in the dewar area. 2.0 DELIVERABLES 2.1 Supply the NETL with Bulk Liquid Nitrogen on an as needed basis for the period 1/1/05 through 12/31/05. The NETL shall have the option to extend the performance period in one year increments for a total performance period not to exceed five years. 3.0 NITROGEN REQUIREMENTS AND ESTIMATED USAGE 3.1 Dewar The nitrogen dewars have a 11,000-gallon, 6,000-gallon and an 9,000-gallon capacity and are situated as per Attached drawings Nos. D-9864, D-8214, E890241 and D920039. The rated temperature is 290?a F and the maximum working pressure is 200 psig. A dewar liquid level indicator is provided. The liquid fill connections are 1-1/2 inches IIPS brass. 3.2 Purity Industrial grade nitrogen is required with conformance to CGA requirements and a minimum guarantee of 99.998 percent pure with a dew point of -80?a F. A Certificate of Analysis shall be provided with each delivery. 3.3 Usage Estimated usage is 32,000 gallons per month. 3.4 Tank Charging The dewars shall not be charged over the maximum allowed filling capacity. The maximum capacity for the 11,000-gallon dewar is 230-inches water column or 10,074 gallons liquid. The maximum capacity of the 6,000-gallon dewar is 175 inches water column. The maximum capacity for the 9,000-gallon dewar is 210-inches water column or 8,800 gallons liquid. 4.0 DELIVERY 4.1 Transportation DOT/ICC regulations regarding LN2 transportation shall be followed. 4.2 Identification All trucks must be properly identified as to contents and must be labeled as per ICC regulations. 4.3 Delivery Requirements 10.3.1 An EFMS or DOE/NETL representative must oversee the charging of the dewars. Working hours are 7:00 A.M. to 3:00 P.M., Monday-Friday, excluding Government holidays. All deliveries must be within these hours. If the EFMS or DOE/NETL representative requests an ??off-shift?? delivery, the Contractor shall give the exact delivery time so that the EFMS or DOE/NETL representative can meet the truck and oversee the work. The driver must notify EFMS or DOE/NETL upon arriving on the site. Head clearance of on-site delivery is 11-1/2 feet and shall not be violated. 4.3.2 Liquid nitrogen will be ordered and must be delivered so that the level in the 11,000-gallon dewar will not fall below 50-inch water column or approximately 1,888 gallons; the 9,000-gallon dewar will not fall below 50-inches or 1,600 gallons; and 6,000 gallon dewar will not fall below 50-inches water column or 1,500 gallons. 4.3.3 Refill of the on-site dewars shall be done on a ??call?? basis. An EFMS or DOE/NETL representative will telephone the Contractor??s representative and state the number of gallons to be delivered. 4.3.4 Each delivery shall be in lots of 4,500 to 7,000 gallons. 4.3.5 Most of the orders will allow for flexibility as to arrival hour and day of the delivery. The contractor shall be required to provide delivery one (1) day, twenty-four (24) hours from the time the order is placed until LN2 arrives at the site specified in the order. 4.3.6 DOE/NETL will pay only for nitrogen transferred into the dewars. 4.3.7 The Contractor shall provide a meter on his delivery vehicle so that the quantity of nitrogen transferred into the dewars may be determined at the time of the transfer. 4.4 Contractor??s Unloading Responsibilities 4.4.1 Drivers must not connect to the LN2 facility unless an EFMS or U.S. DOE/NETL representative is present. 4.4.2 The dewars operating pressure is 180 psig. The dewars may not be depressurized unless permission is given by an EFMS or DOE/NETL representative. 4.4.3 The driver must follow unloading instructions posted at the dewars and instructions of the EFMS or DOE/NETL representative. 4.4.4 The delivery truck must arrive equipped with a transfer hose of sufficient length, equipped with a coupling to suit the fitting on the dewars. The 9,000-gallon tank dewar is a Union Carbide, Inc. Model #TM9000; the 11,000-gallon dewar is a Process Engineering, Inc. Model #11,300-3, the 6,000-gallon tank dewar is a Process Engineering, Inc. All responsible sources may submit a bid, proposal, or quotation which will be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. This award shall be made using Simplified Acquisition Procedures, FAR Chapter 13. Drawings are available upon request. All requests for explanation or interpretation of any part of this RFQ shall be submitted in writing to the Contract Specialist within 15 calendar days after the issuance of the RFQ.
