Description
The National Cancer Institute (NCI), Division of Cancer Treatment and Diagnosis (DCTD), plans to procure, on a sole source basis with Dr. Oxana Pickeral of Bio Venture LLC., 7433 Chummley Court, Falls Church, Virginia 22043 to provide support to the NCI Director, DCTD in the form of serving as scientific advisor to: 1) discover and develop more effective treatments and more accurate diagnostic approaches for human cancers and; 2) maintaining control of cancer in patients not cured. This solicitation has been set aside for small business, FAR 52.219-6. Dr. Oxana Pickeral possesses a Ph/D degree from Johns Hopkins University and has significant experience with clinical data analysis, the development process of clinical candidate agents, and regulatory requirements of clinical trials. Dr. Pickeral has expertise in cancer clinical trials and has begun several analytical projects of importance to the NCI. Dr. Pickeral has done extensive research in the NCI Drug Development process. She is currently analyzing the potential obstacles in making changes recommended in the White Paper. Dr. Pickeral has been involved in the early stages of future NCI Reviews of major functions such as the Rapid Access to Intervention Development (RAID) program. Dr. Oxana Pickeral of BioVentures is the only source known to the NCI that can provide the continued services. Introducing another source in to the advanced work, research, and analysis would be detrimental to the research in progress. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. One original and one copy of the capability statement must be received in the contracting office by 1:00 pm EST on April 22, 2005. It is the vendor?s responsibility to call 301-402-4509 or email Malinda Holdcraft at the above email address to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. The North American Industry Classification System Code is 541990 and the business size standard is $6M.
