Description
An indefinite delivery contract is contemplated; a one year basic plus four one-year options. Multiple awards based on the solicitation are possible and probable. The following dates are approximate. Contractors shall refer to the actual solicitation for the exact closing date. The approximate issue date of the solicitation will be 20 Apr 2005. The approximate response date of the solicitation will be 20 May 2005. The anticipated award date will be 21 Jun 2005. Written and electronic procedure will be used for this solicitation. Contractors must be registered in ORCA prior to award. Contractors may access ORCA at http://www.orca.bpn.gov . Qualification Requirements: Sources must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining further information on this requirement. The qualification requirements for this item were established prior to 19 Oct 1984 and the requirements of FAR 9.202(A) do not apply. Qualification requirements apply to all line items. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation will identify the office where additional information can be obtained concerning qualification requirements. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. No telephone requests will be accepted. Contractors must obtain a copy of the solicitation from the FedBizOpps website. This office no longer mails solicitations. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered To be eligible for contract award, offerors must be approved sources. Information regarding how to become an approved source will be available in the solicitation. The Government is not required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of the SAR when the contract is awarded, the SAR will be retained and the source will be reviewed for possible Source Approval for future awards. NOTE: An ombudsman has been appointed to hear concerns from offerors or Potential offerors during the proposal development phase of this acquisition. When requested, the ombudsman will maintain strict Confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
