Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): Design Phase: the purpose of this phase is to deliver to EPG engineering plans, drawings, and list of materials to implement lightning protection for the MET Team Building. During this phase, a cost estimate for materials will be delivered to EPG (based on list of materials, expendables, needed equipment, and any other costs). During this phase, a cost estimate for labor will be delivered to EPG (including the number of hours and assumed average hourly rate). This phase shall address: aa. Structural Lightning Protection System. Direct effects protection for th e building itself for human safety, equipment protection and fire prevention. bb. Ground field around the building and proper bonding to all other ground electrodes including: the tower ground electrode, electrical safety ground, bulkhead ground, etc. cc. Proper protection bulkhead at a single defined service entrance. dd. Design and construct secondary protection bulkheads at two pieces of vulnerable equipment. 1) 4DWX Weather Data Acquisition System and 2) the Upper Air Sounding System. ee. Construc tion of proper grounded lightning shields on power and instrumentation cables that run from the field into the building. ff. LIGHTNING SAFE communications methods using wireless headset of fiber optic communications that allow workers to perform critic al verbal communications tasks with greatly reduced risk of lightning injuries. gg. Signs fitted to virtually every piece of electrical equipment in the Meteorological Office stating that it is not safe to stand next to or be in physical contact with equ ipment during a local thunderstorm. hh. Redundant power source(s) and high-speed power transfer means that would allow the Meteorological Office to operate for an extended period of time without commercial AC power with no reduction in capability. The Me teorological Office would derive benefits by having the means to disconnect from commercial AC power during a local thunderstorm as well. ii. Appropriate secondary surge suppression device for the commercial AC power that feeds the office. jj. Eliminate copper cables wherever possible and replace them with wireless and fiber-optic communications methods. Implementation Phase: The purpose of this phase is to implement the lightning protection for the MET Team Building in accordance with the engineering plans, drawings, and list of materials created during the design phase. FOB Destination (Fort Huachuca, Arizona 85613). Payment will be made by Government Credit Card under Net 30 Terms. Offers are due no later than 1200 hours, Monday, 14 April 2005 and shall be submitted electronically to virginia.miller@epg.army.mil. EVALU ATION CRITERIA / PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the Requirement, Proposed Delivery Schedule, Past Performance and Price. The Synopsis/ solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22 and 2001-2 3. This is a Small Business Set Aside. The following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commercial Items, applies to the acquisition. Offerors shall include a com pleted copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Cage Code, Central Contractor Registration Number, DUNS Number and applicable FSC Codes with this offer. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR 52.219-8, Utilization of Small Business Concerns. The government reserves the right to select for award, all, som e, or none of the proposals received in response to this announcement.
