Description
MAN-PORTABLE IR AIRCRAFT SURVIVABILITY EQUIPMENT DEVICE The US Army Program Management Aviation Electronic Systems (AES) has a requirement for a Commercial-Off-The-Shelf (COTS) system for training aviations crews to respond to small shoulder IR and radio frequency (RF) surface to air threats. The trainer should be self-contained and portable, while still providing effective realistic training. The system should have the capability to stimulate the AN/AAR-57 (Common Missile Warning System) CMWS, AN/AAR-54 Passive Missile Approach Warning System, AN/AAR-47 Missile Approach Warning System, and ASE radar warning receivers. The training system should have a target acquisition capability that is equivalent to Man-Portable Air Defense System (MANPAD) squads using binoculars, night vision goggles, or other tracking devi ce. This training system must have a high degree of accuracy. Range to target information as well as visual imaging is required to be recorded on an after action review system for verification and validation. The system should demonstrate a high degree o f effectiveness to stimulate the IR/RF Aircraft Survivability Equipment (ASE) equipped aircraft with a high confidence level. The system will have the capability to stimulate the aircraft ASE systems at ranges up to 5km for IR and 5nm for RF. The Government plans to evaluate the proposed system in the areas of: approach, advantages, disadvantages, training requirements for users, and maintainability. Each selected responder will be provided a contract for the demonstration effort. The contract or will provide a demonstration of each proposed system to be performed by each respective contractor for the Government. The Government will select the system that best fits the requirement for consideration of a future production buy. The demonstration s are expected to be held on 22 AUG 2005. This notice does not constitute an invitation for Bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products.
