- NASA/Goddard Space Flight Center (GSFC) plans to issue a Draft Request for Proposal (DRFP) for Quality Assurance Services in support of NASA's Office of Systems Safety and Mission Assurance (OSSMA). OSSMA is responsible for supporting systems safety and mission assurance over the entire program life cycle for all GSFC space flight and space flight support missions. OSSMA provides expert technical support in the areas of product hardware assurance, software assurance, environmental test verification, reliability, flight systems safety, systems management, independent cost assessment, and project design and implementation reviews. This follow-on procurement will provide System Safety and Mission Assurance insight/oversight of domestic and international suppliers and sub-tier suppliers for NASA Headquarters and all NASA field centers. NASA has approximately 3,000 companies that are suppliers at various levels from prime contractors to 4th tier subcontractors and critical process suppliers, including System Integrators, Component/Subsystem Suppliers, and Academia. NASA's review objective is to assess each major and critical supplier (approximately 600 companies) at least every three years (including reassessments). The contractor will provide performance-based quality assurance services including: (1) assure supplies and services are in conformance with contractual requirements, (2) initiate inspection services that are responsive, efficient, and cost effective, (3) provide support for failure, mishap, and special investigations, (4) provide support for pre-award surveys and contract audits, (5) provide additional support for Johnson Space Center and Kennedy Space Center "Return to Flight" requirements, and (6) support design reviews and red team reviews. The Government does not intend to acquire a commercial item using FAR Part 12. See Government-Wide Note 26. The NAICS Code is 541710 and the Size Standard is 1,000 employees. This acquisition will be conducted as a Full and Open Competition with a 20% Small Business Subcontracting Goal. All qualified responsible sources may submit an offer which shall be considered by the agency. NASA/Goddard Space Flight Center plans to award a single Cost-Plus-Award-Fee, Indefinite-Delivery/Indefinite-Quantity Contract with a Five Year Period of Performance (No Options). The resultant contract will be a follow-on procurement. The current Contract Number is NAS5-02034. The anticipated release date of the Draft Request for Proposal is on or about May 2, 2005 with an anticipated due date for questions and comments on or about May 13, 2005. A Pre-Solicitation Conference is tentatively planned for May 26, 2005. The anticipated release date for the Request for Proposal is on or about June 15, 2005 with an anticipated due date for receipt of proposals on or about July 15, 2005. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
