- NASA/GSFC plans to issue a Request for Quotations (RFQ)] for the following Commercial item/services: NASA/GSFC has a requirement for a Displex Closed-Cycle Cryostat. The government requires that this device be compatible with an existing Fourier-Transform Infrared Spectometer (FTIR) to examine the spectral properties and changes as a function of temperature of planetary and cometary molecules in their ice form. The sample holder of the cryostat must be small enough to fit in the sample compartment of an existing Nicolet 8700 FTIR. The sample holder must have KRr windows. The cryostat must have a pneumatically driven cold head with a temperature range less than or equal to 4K to 350K. The cryostat must be capable of dissipating 4 watts at 10k and 9 watts at 20K. The sample holder must have two instrumentation ports and one vacuum port. The compressor must be of heavy duty construction built for helium process gas and must consume less than 3.5kW of power. The cryostat must be temperature controlled with a heater and two silicon diode temperature sensors installed. The cryostat must have matrix-isolation and optical radiation shields. The cryostat and its various parts must be compatible with a similar acqusition in order to reduce downtime in the event of equipment failure. The Government intends to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. Clauses 52.212-4 and 52.212-5 apply. All respondents are required to complete clause 52.212-3 Offeror Representations and Certifications-Commercial Items and submit with offer. The Government will evaluate all offers received in accordance with FAR Part 13.106-2 to determine which offer represents the best value to the Government considering past performance, price reasonableness and technical compatibility. This synopsis is also the RFQ. There will not be a separate solicitation issued. All responsible sources may submit a quotation which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
