Description
WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY (WMATA) RFP SF5111/CLE - Planning, Architectural and Engineering Services for future New Starts Projects. WMATA is seeking the services of a highly qualified planning/engineering/architectural contractor to provide planning and design for WMATA New Starts projects. The services will support project development through the following: 1. Federal Alternatives Analysis/NEPA process, including WMATA public hearing. 2. Federal New Starts process for major capital investments. 3. Preliminary engineering and preparation of design-build contract documents. 4. Post-award services. A wide spectrum of disciplines may be required such as transportation planning, environmental analysis, architecture, engineering, financial planning including support in securing funding commitments, etc. The initial contract term is five years, to be extended as appropriate. The successful contractor will be required to demonstrate that it possesses the necessary expertise in-house, or that it has the ability to acquire the expertise through subconsulting agreements. WMATA will use qualifications selection of its contractor, per the Brooks Act, in two steps. The first step is submission of the proposer?s qualifications by SF 330, with emphasis of the Alternatives Analysis/NEPA and New Starts processes. The volume of this submission will be limited to 200 pages. The second step will be the interview, discussion and oral presentation of the recommended qualified proposers. WMATA will evaluate the proposals on the basis of experience, qualifications and past performance in the above four areas of services, listed in descending order of importance. The best qualified proposer will be requested to submit billing rate information. Proposers shall comply with E.O. No. 11246 as amended and DBE participation goal of 25%, subject to review once the nature/scope of work is determined.
