- This synopsis is a tool to perform market research for the Range Instrumentation Systems Squadron (RISS) to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement for Contractor Logistics Support (CLS), including spares and depot support, for the Royal Saudi Air Force (RSAF) for the operation and maintenance support of their Saudi Arabian Kingdom Training System (SAKITS). The Saudi Arabian Kingdom Training System (SAKITS) is an Air Combat Maneuvering Instrumentation (ACMI) System consisting of 58 Airborne Instrumentation Subsystem (AIS) pods, six Replay Display and Debrief Subsystems (DDS), three Live-monitor DDS, three Communication Instrumentation, test equipment, support equipment, and spares. The SAKITS equipment is divided between three locations in Saudi Arabia: King Abdulaziz Air Base (Dhahran), King Fahd Air Base (Taif), and King Faisal Air Base (Tabuk). The work is primarily located in Saudi Arabia and contractor personnel will be required to live in housing compounds located in the Kingdom of Saudi Arabia. The government is anticipating awarding a three year firm-fixed price contract consisting of a one-year basic period and two one-year options. The North American Industry Classification System (NAICS) code is 811219 with a size standard of $6M. Currently the CLS effort is covered under Contract Number F08635-01-C-0058; a firm-fixed price (FFP) contract. The requirement for Contractor Logistics Support includes operation, maintenance (scheduled and unscheduled), logistics support (on-site, off-site, field, and Service Center), and management necessary to satisfy the operational requirements of the Royal Saudi Air Force (RSAF) for the Saudi Arabian Kingdom Training System. Interested sources must be proficient in the following: 1) Operating and performing field level maintenance of the Government of Saudi Arabia furnished SAKITS equipment and conduct field maintenance activities in accordance with the appropriate manufacturer?s maintenance manuals consisting of the AIS Pod Maintenance and CI Manuals and the R-DDS and LM-DDS Commercial Equipment Manuals. Maintenance activities will include both preventive and remedial maintenance of the SAKITS equipment. 2) Provide a sufficient number of trained personnel to support operations of the SAKITS R-DDS, LM-DDS and CI equipment and maintain the AIS Pods and supervise the AIS Pod transportation and loading activities to support training operations. 3) Store and maintain all of the SAKITS System equipment spare modules, repair parts, and consumable supplies in a Government of Saudi Arabia supplied facility during the CLS period. 4) Gather pre-mission data to prepare the system for mission operations and support during-mission activities in accordance with individual mission tasking. 5) Prepare debriefing consoles to support scheduled debriefings and operate debriefing consoles as required. 6) Perform both routine and special post-flight data processing. 7) Shut down SAKITS subsystems and equipment. 8) Track, assess, record, and report failures for trend analysis and corrective actions. 9) Provide on-the-job training for RSAF personnel. 10) And provide appropriate Service Center support for the SAKITS equipment for the period of performance of the contract including performing corrective maintenance on failed repairable modules. Service Center support will be performed and managed at the contractor?s Service Center facilities in the United States or at the closest sub-tier suppliers? service center. Potential offerors will be responsible for providing appropriate support within the Service Center for an average turn around time not to exceed ninety (90) days except for those repairable modules requiring maintenance by sub-tier suppliers. Potential offerors must also have experience recruiting and retaining top quality employees. Firms must provide clear and convincing evidence of its capability to provide support for this requirement and must demonstrate recent and relevant experience in all areas mentioned in the above criteria. Interested sources having applicable interest, capability, and background should submit a statement of capabilities (SOC) to this synopsis that specifically addresses each of the screening criteria listed above. Only contractors with proven experience providing this type of expertise in the Kingdom of Saudi Arabia will be considered, since experience with Saudi Arabian labor laws and living conditions within the Kingdom is essential. Submission of capability packages is requested 30 days after the publication of this Notice. Respondents should reference number FA8678-05-R-0242 on all submissions to this Notice. Information to be submitted shall be limited to no more than ten (10) one-sided, 8 ? x 11 inch typed pages, with at least 1-1/2 line spacing, and no font smaller than 12 point.
