- The National Park Service plans to solicit proposals to rehabilitate two National Historic Landmark Bathhouses at Hot Springs National Park, located near Hot Springs, Arkansas. The two bathhouses being rehabilitated are the Quapaw Bathhouse and the Hale Bathhouse. The Quapaw Bathhouse is a 1920 structure consisting of unreinforced masonry and reinforced concrete building. The approximate size of the building is 24,000 square feet. The Hale Bathhouse is a 1892-1918 structure consisting of unreinforced masonry and frame building. The approximate size of the building is 12,000 square feet. Construction work will include the rehabilitation and necessary repair of historic finishes (primarily interior), installation of fire protection systems, elevator installation, new restroom installation with related plumbing, completion of HVAC, and electrical distribution. The electronic Request for Proposals will be issued on or about April 25, 2005. The solicitation package will be available on the Department of Interior (DOI), National Business Center (NBC) website at http://ideasec.nbc.gov. No paper copies of this solicitation will be available. No phone requests will be accepted. Prospective Offerors must register on the NBC website to obtain a copy of this solicitation and to receive an electronic notification of any amendments. This service is provided for convenience only and does not serve as a guarantee of notification. Offerors are responsible for visiting this website periodically. No other notifications will be issued. The solicitation package will contain the price schedule, specifications, drawings and evaluation criteria for the selection of a contractor. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. The specifications will be available in Adobe PDF format. The drawings will be available in TIFF format. The estimated price range is $1.5 million to $3.5 million. Time for completion: approximately 360 calendar days. It is anticipated that the notice to proceed will be issued in August 2005, with an expected completion date of approximately August 30, 2006. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical proposal and a price proposal. The Government will consider an offeror's technical capability in comparison to its price. As part of the technical evaluation, offerors with appropriate historic building preservation experience may be considered more capable than offerors without appropriate historic building preservation experience. Prior to the submission of proposals, there will be a one-time on-site pre-proposal meeting conducted on or about May 5, 2005. All prospective Offerors are encouraged to attend this meeting. The due date for the submission of proposals is approximate, the actual date will be established at the time proposal documents are available. The intent is to award this project as a single lump-sum contract based on the best value to the Government. This project is open to large business concerns and small business concerns. Set-Aside: None. All responsible sources may submit an offer that will be considered.
