- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. 2. Solicitation number PF050056 is issued as a request for quotation (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26. 4. The Philadelphia Financial Center recently purchased presort equipment that barcodes and sorts mail into 3 and 5 digit zips, thereby affording postage savings offered by the Post Office. The sorter will also include the technology to provide item level control over the check production operation. However, in order to maintain this level of control, the center must ensure that the mail is not tampered with after being presorted by the system until it packaged for the USPS. As a result, the center is seeking a racking and conveyor system that will store and transfer all presorted mail securely until it is packaged for the USPS. 5. GENERAL REQUIREMENTS Racking system must include 96 individual shelves that can be pulled out to access both 2 foot and 1 foot mail trays. 96 individual shelves must align with the bins on a 96 bin MailCode Olympus II sorter. The conveyor system must integrate with an Ovalstrapping banding machine. Each individual shelf must extend within a few inches of the presort bin itself, thereby reducing human error A conveyor system that is equipped directly above the racking system to automatically transfer mail trays from the racking shelves The conveyor system shall include a 90 degree turn at the of the racking system and include a subsequent decline from the top of the racking system in order to be linked to a banding station The racking and conveyor system should be in compliance with all workplace safety laws. The offerer must submit exact power and compressed air requirements for installation, and indicate where such power and/or compressed air systems must be located Provide separate costs for installing the racking and the conveyor system separately, as it is expected that the required racking will be in stock when order is placed. Provide service and warranty options for the racking and conveyor system. 6. The provision at FAR 52.212.1, Instructions to Offerors, applies to this acquisition. Multiple offerors and awards are hereby deleted from this solicitation. All quotes must be for all items, as stated, partial quotes will not be considered. Award will be made to a single vendor. 7. The provision at FAR 52.212-2, Evaluation of Commercial Items applies. (1)Price: Offers will be evaluated for completeness, reasonableness and competitiveness. The Government reserves the right to enter into an agreement with other than lowest offeror. The Government intends to enter into an agreement without discussions, nevertheless, the government may communicate with an offeror in order to clarify or verify information submitted in its offer. 8. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications Commercial, with its offer. FAR 52.212-3 can be downloaded from the internet: http://farsite.hill.af.mil/. Offerors that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration. 9. All FAR Clauses and provisions incorporated by reference may be viewed in full text via the Internet at http://farsite.hill.af.mil/ or http://www.arnet.gov/far/ .
