Description
The USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), has a requirement for Incident Command System training (ICS). A fixed-price purchase order will result. Small business set-aside under NAICS 541618, business size $5 million. QUOTATIONS ARE DUE APRIL 22, 2005, by 10:00 a.m. local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses which are in effect through the most current Federal Acquisition Circular. Performance is in accordance with schedule dates and places as listed below. All evaluation factors other than cost or price, when combined are significantly more important than cost or price. The ICS is the only system /structure authorized by the USDA Office of Homeland Security. A. Training Description: Each training session is designed to be conducted over one and half business days; the first day (8 hours) and the second day (4 hours) and consists of three parts: PART ONE - instructors are expected to provide an overview of ICS for Executives (I-402) as outlined in the National Incident Management System (NIMS), dated March 1, 2004. Subjects covered shall include: a) Basic ICS Organization b) Definition of common ICS terms and ICS position descriptions. c) Description of major responsibilities of an executive with respect to an incident d) The relationship between ICS organizations and the role of emergency operations centers (EOC) e) Other subjects as outlined in NIMS PART TWO ? instructors shall lead Table-Top exercises with multiple plant health scenarios that emphasize the following: a) Span of control b) Geographic Divisions and Functional Groups c) Briefing samples (ICS 201) d) Discussion of Unified Command and principles of jurisdiction as outlined in NIMS e) A discussion of the Incident Life Cycle as outlined in NIMS f) Overview and samples of ICS forms g) Brief overview of the Planning Process as outlined in NIMS h) Incident briefings and press releases PART THREE ? instructors shall lead an open discussion allowing for participants? critique and input. Each session will be attended by 25-30 employees from USDA and State and Federal agencies. Employees will have completed I-100 (Introduction to ICS) and I-200 (Basic ICS) as a prerequisite for attending the training. B. Training Schedule and Locations: May 18 ? 19, 2005 ? Philadelphia, PA: May 25-26, 2005 ? Sacramento, CA; June 2 ? 3, 2005 ? Reynoldsburg, OH; June 15 ? 16, 2005 ? San Juan, Puerto Rico; July 27 ? 28, 2005 ? New Jersey; August 3-4, 2005 ? Fort Collins, CO; September 19 ? 20, 2005 ? Honolulu, HI; September 21 ? 22, 2005 ? Honolulu, HI. The USDA will provide the training facilities at the various locations, and equipment/supplies, such as flip charts, notebooks, LCD projector and computer. USDA will provide reproduction of training materials at each of the training locations. Contractor shall be responsible for making their own travel arrangements. Quotes shall be submitted as one price for all eight (8) training session, to include all costs associated with conducting the training, instructors? time, fees, and preparation: 1 JOB $ ______________ Travel, in accordance with the Federal Travel Regulations (FTR), reimbursable up to the FTR rate. Receipts requested. 1 LOT NOT TO EXCEED $ 10,000 Miscellaneous expenses: supplies 1 LOT NOT TO EXCEED $ 1,000 EVALUATION PROCESS In accordance with FAR 13.106-2, ?Evaluation of Quotation or Offers,? The Government will evaluate quotes based on price and other factors. The evaluation process is designed to efficiency and minimize overly burdensome procedures. The Government will perform a series of comparisons with quotes and evaluate factors such as experience, past performance and price. The following areas will be considered in the evaluation process: 1) Technical Capability (see 52.212-1(b)(4) for additional guidance) a) Offerors shall have a minimum of seven (7) years experience in providing ICS training and conducting table-top exercises. b) Provide resumes of key personnel. 2) Past Performance (see 52.212-1(b)(10) for additional guidance. 3) Price (see 52.212-1 (g) for additional guidance The combined importance of non-price related factors is considerably more important than price.
