- The U.S. Department of Commerce, NOAA intends to award a contract to IN-SNEC, 8455 Colesville Road, Suite 1450, Silver Spring, MD 20910 under the authority FAR 6.302-1 through solicitation EA133E-05-RP-1128. Only one responsible source is available to satisfy the agency requirement for the upgrade, Technology Refreshment of First Generation INSNEC CORTEXT Receive/Modulator Equipment, 11 units each. The INSNEC CORTEX is a digital signal processing (DSP) unit which can simultaneously demodulate L & S band telemetry and modulate the command data received from the RTACTS? SUN E-250. The INSNEC CORTEX provides the following GOES ground system capabilities: simultaneous demodulation of L & S telemetry received from the GOES spacecraft and formatting this data into an usable minor frames, modulating a 16 kHz subcarrier which in then modulated onto a 74.2 MHz carrier, and includes the ability to range the GOES spacecraft. The design of the INSNEC CORTEX DSP algorithms are proprietary, have been extensively tested in the NOAA GOES ground system, and have demonstrated compatibility with the GOES ground system and spacecraft. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. All information received by 4:00 p.m., EST, 05/7/05 will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
