Description
Solicitation issue date: 26 APR 2005. JOVIAL is a legacy programming language developed by and for the Air Force for use in embedded flight systems, most notably the MIL-STD-1750A processor. The majority of fielded flight systems continue to use programs written and maintained in JOVIAL and the JOVIAL Program Office (JPO) provides a written standardized complement of development tools known as the Integration Tool Set (ITS). Over the past 20 years, the JPO has worked closely with Software Engineering Associates, Inc. (SEA) to augment the ITS in support of expanding the reusability and applicability for legacy systems within the Air Force and other DoD agencies. These tools permit Air Force organizations to comply with DoD policy to reuse legacy flight systems to reduce cost and avoid new development efforts. Central to this effort has been the ability of the JPO to acquire unrestricted distribution rights to many of SEA?s corporate (COTS) JOVIAL compilers hosted and targeted to various legacy processors and new COTS processors being used as replacements on various sustainment projects. There are no other contractors that have the capability to maintain SEA software. Consequently it is necessary for the JPO to retain the services of SEA for continued sustainment and improvement of the ITS. The current contractor Software Engineering Support is the only contractor with developed, maintainable JOVIAL compliers. Any other contractor will need to purchase source rights from SEA to maintain existing Air Force compilers. Any other contractor could develop their own compilers at approximately $1MIL but would still need to purchase source rights. SEA has estimated the cost of purchasing these rights to be $7MIL. In talking with all interested sources that responded to the RFI FA8201-05-AAAV they could develop new compliers and purchase the source rights however they would expect to be reimbursed for the costs of these services. However, the Government would incur substantial duplication of cost if the Government contracts with another contractor to develop the compliers or purchase the source rights. Under current market conditions there is no other source known for common applications for this effort except SEA.
