- : This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. For the reasons set forth below, proposals are not being requested. Intent is to Award a Sole Source Indefinite Delivery-Indefinite Quantity Contract through FY06 to Aquarius Investments, Inc., 120 Chestnut Rd. Chapel Hill, NC for support to NAVSEA and its affiliate Program Executive Offices in the development of input and output value chain metrics aligned and integrated with already established value chain models and metrics used by the Chief of Naval Operations (CNO). No other firm possesses the expertise necessary to provide the work required by the Government. This purchase will be done under simplified acquisition procedures and other than full and open competition as authorize! d under FAR 6.302-1. This synopsis is for informational purposes only. No solicitation document is available and telephone or fax or e-mail requests will not be honored. A determination not to compete this effort is within the discretion of the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider proposals received within fourteen days of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government?s future actions. This solicitation document incorporates provisions and clauses in effect through FAR and DFARS. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions.
