- NAICS Code: 541990 The U.S. Environmental Protection Agency(EPA) plans to negotiate on a sole source basis with Science Applications International Corporation(SAIC). Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253(c)(1), which allows for negotiations witout full and open competition if there is a only one responsibile source. The basis for this determination is that SAIC previosly provided the U. S. EPA, National Center of Environmental Assessment-W with two (2) major reports that deal with the CSFII water ingestion and body data. The study currently being purchased is a continuation study of the data previously provided by SAIC. Ms. Kathleen Stralka (SAIC) who proeviously provided the two (2) major reports will be conducting the new, ongoing study. It would require substantially more resources (i.e, time and money) to bring another contractor to the level of expertise required to conduct the precise analyses specified by theis work assignement. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement by submitting documentation, to Thomas.Martinez at the office identified above, by fax (703)308-2358 or by e-mail (Thomas.Martinez@epa.gov., which establishes that their specifications meet EPA's requiement. Documentationmust be received within fifteen(15) days after the date of publication of this synopsis to be considered by EPA. A determination not to compete this proposed contract based upon responses to this notice is soley within the discretion of the government. Information received of the govenment. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
