Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ0050010. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 444190. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. The line item numbers are: Item #1, Barbed Wire. Quantity 75 rolls. A strand of two 12 1/2 gauge galvanized wires twisted together with two-point barbs of 14 gauge wire spaced four inches apart. Wire and barbs shall be zinc coated steel with a zinc coating of at least 0.3 oz/ft squared for 12 1/2 gauge wire. The rolls are 1320' long. The barbed wire shall conform to ASTM A-121. Item #2, Barbless Wire. Quantity 50 rolls. A strand of two 12 1/2 gauge galvanized wires twisted together. Wire shall be zinc coated steel wire of at least 0.3 oz/ft. squared for 12 1/2 gauge wire. The rolls are 1320' long. The barbless wire shall conform to ASTM A-121. Item #3, Steel Fence Posts. Quantity 1300 ea. Fence posts shall be 5 1/2 feet in length and painted green and with a welded or riveted anchor plate and a white top. Shall be furnished with clip-type wire fasteners (punched tabs or fastening wires are not acceptable). Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have minimum weight of 1.33 pounds/liear foot, exclusive of the anchor plate which shall weigh a minimum of 0.67 lb + 5%, and shall be a minimum of 18 inch squared in area. Steel fence posts and fasterners shall be in accordance with ASTM A-702. Item#4, Wood Posts. Quantity 350 ea. Sound single-stem members, 7' in length. A slight bend in one place is acceptable. Posts shall be 6" minimum diameter at the tapered end. Posts will require preservative treatment. These may be butt-treated posts only. Basis for rejection: posts are not acceptable when sweep causes a straight line joining the center of the top to the center of the butt to fall outside the body of the post, at a point two inches or more from the center of the post. Posts that are charred, twisted, rotted or excessively bent are not acceptable. Seasoning checks, single or opposite each other with a sum total equal to or more than 1/2 the thickness of the post are not acceptable. Item#5, Rails - 21'. Quantity 1500 ea. Rails shall be straight with a minimum 4 inch butt end and 3 inch tapered end. Butt end shall not be greater than 5 inches and tapered end shall not be greater than 4 inches. Rails should not be peeled. Item#6, Jack Leg Sets - 5 1/2'. Quantity 400 sets. Wood posts, Jack Leg Sets - 5 1/2', between 4"-6" diameter. Each half of each set must be interchangeable. Doweled legs are not acceptable. Item#7, Wood wire stays. Quantity 1000 ea. Wire stays shall be no less than 1 3/4" in diameter, and no more than 3" in diameter. Each wood wire stay must be at a minimum of 4 feet long and no more than 4 1/2 feet long. Item#8, Nails. Quantity 50 boxes. Nails, shall be 8" by 5/16" ring shank. (50 pound boxes). Item#9, Staples. Quantity 10 boxes. Staples shall be 9 gauge bright finish of galvanized 1 1/2" long. (50 lb boxes). Item#10, Gates. Quantity 2 ea. Gates shall be 16' long, 6 rails - top to bottom, be able to swing 180 degree - either side, 12" x 3/4" hinge bolt linkage, (2 per gate for a total of 4 ea. on the linkage), painted either gray or green, "Prefert or Powder River" gates or equal. The FOB Point is: Destination. The delivery address is Bureau of Land Management, Challis Field Office, 801 Blue Mtn Rd., Challis, ID 83226. More than one contract award may be made under this solicitation. Bidders may bid on a single line item or any combination of line items that is most advantageous to the government and within available government funds. The provision at 52.212-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52,212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-03, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-04, Contract Terms and Conditions-Commercial Items, is applicable. The clause 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.211-05, 52.211-16, 52.219-06, 52.232-36, 52.246-01, 52.246-02, 52.247-34. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov. The registration is required to receive contract award and will facilitate payment. Offers are due at the above office by close of business 25 April 2005.
