Description
The Defense Commissary Agency (DeCA) manages commissary operations worldwide for the Defense Department. These operations are supported with various systems using commercial-off-the-shelf, government-off-the-shelf, and in-house developed applications. The DeCA Interactive Business System (DIBS), the Computer Assisted Ordering (CAO) and the Pick Management System (PkMS) are three of the legacy business systems supporting the Government. DIBS and CAO are in-house developed and maintained systems that provide support for commissary business processes such as ordering, receiving, warehousing, and inventory management. PkMS is a commercial-off-the-shelf system that provides warehousing functions within DeCA distribution centers in Europe. All three of these systems are mission essential systems that require twenty-four hours a day, seven days a week, support. The current baselines of DIBS, CAO, and PkMS are considered legacy systems. The Government requires systems and software engineering support services for these systems to maintain the current baselines of DIBS, CAO, and PkMS and to develop replacement applications for DeCA business systems that comply with the Department of Defense’s Business Enterprise Architecture. The Contractor shall provide all necessary personnel, supervision, management, materials, non-personal technical services, and equipment to perform software and systems engineering support services for DIBS, CAO, and PkMS and for the development of the new business system applications. These services include, but are not limited to: Project Management; Systems Analysis, Evaluations, Design, Development and Testing; Systems Maintenance, Software Quality Assurance, User Support (Help Desk); Systems Deployment Support; Software Configuration Management; Maintenance of On-line Documentation; User Training; Local Support at Ft Lee, VA. The period of performance for this effort is from contract award for five years including options. The period from contract award for up to 60 days has been established as a Phase-In-Period. The Government anticipates awarding a single Indefinite Delivery/Indefinite Quantity type contract to the offeror that provides the best value approach in meeting the requirements outlined in the Performance Work Statement. Firm Fixed price and Time and Materials type orders will be issued against this contract. Work will be performed at both the Contractor’s facility and at DeCA locations as specified in delivery orders. The Contractor may be required to provide on-site support at other DeCA locations worldwide. All overseas support shall be specified in individual delivery orders when required.
