Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division, intends to procure clerical and administrative support services as described in this synopsis. The Department of Defense (DoD) has implemented a DoD-Wide Strategic Sourcing (DWSS) program to provide customers throughout the Department with services and products acquired in the most efficient and advantageous manner. The overall goals of the DWSS program are: Department-wide cross-functional acquisition strategies; Reduction in Total Cost of Ownership for acquired services/products; Improvements in meeting socio-economic goals through the use of strategic sourcing; and Streamlining and standardization of acquisition business processes. As part of this program the Department intends to purchase clerical and administrative support functions (collectively referred to as clerical support services) at the DoD-Wide level. The government intends to work collaboratively with the suppliers selected in order to reduce total costs and attain the goals of the DWSS program. DoD is particularly interested in identifying and implementing process improvements or requirements changes that will enable the selected suppliers to achieve reductions in markup rates (reflecting the difference between direct labor and total costs), in order to reduce costs while maintaining or increasing quality. Under this initial solicitation, the type of work to be procured will typically be general office work auxiliary to the work of the requiring organization. The anticipated labor categories utilized on this contract will generally match the Department of Labor Wage Determination categories under the “Administrative Support and Clerical Occupations” section. During contract performance, the Government anticipates holding a series of Supplier Collaboration Workshops. While contractor attendance at the workshops will not be a contract requirement, all selected contractors will be encouraged to attend and participate. The primary goal of the workshops is to lower total costs related to clerical support services while improving quality. No additional payments will be made for contractor participation in the workshops. The contractor shall provide and maintain a Quality Control Plan consistent with commercial standards that shall assure the performance requirements of the contract are provided as specified. The Quality Control Plan shall include an inspection system. The plan shall address methods for identifying and preventing defects in the quality of service performed before the level of performance becomes unsatisfactory. This initial solicitation is anticipated to result in multiple award indefinite delivery, indefinite quantity (IDIQ) contracts pursuant to FAR 16.5. These contracts will provide clerical support services required by DoD in three geographic regions: Washington, DC, Norfolk, VA, and Philadelphia, PA. The maximum quantity of services under all awarded contracts for all three regions is anticipated not to exceed 825,000 manhours for the first year. The basic performance period under the resultant contracts will begin 1 Oct 2005. An option period will be included. The option period will be exercised only under those contracts where the contractor has met a certain set of criteria during the base performance period. The solicitation will describe the option exercise process. Although this will be a DoD-Wide program, specific task orders under the contracts will be initiated, awarded, and managed directly by the Service/Agency/Activity having the requirement. It is anticipated that task orders will be placed electronically. This solicitation will be set-aside 100% for small businesses. In addition, the Government has a goal of awarding two or more IDIQ contracts to certified 8(a) firms to provide coverage in each of the three regions. The Government intends to award multiple IDIQ type contracts to the eligible, responsible offerors whose offers represent the best value, considering price and technical factors. The specific evaluation criteria will be outlined in the solicitation. When available, the solicitation will be posted at the Navy Electronic Commerce Online (NECO) Web site, www.neco.navy.mil. The solicitation will indicate a closing date. The North American Industry Classification System Code is 561110, and the applicable size standard is $6 million.
